Minutes of Regular Council Meeting

December 11, 2017

The Council and Officers of the City of Windy Hills met at the Sojourn Community Church, 2501 Rudy Lane, at 7:00 P.M.  Mayor Ising called the meeting to order.

MINUTES:

Councilwoman Greer moved to approve the minutes of the November 13, 2017 Council meeting; seconded by Councilman Phillips and approved unanimously.

FINANCIAL REPORTS, APPROVAL OF BILLS:

The financial reports for November, 2017 were moved for approval by Councilman Skelton, seconded by Councilwoman Spencer and approved unanimously.

Councilwoman  Davis moved to approve the November bills, totaling $42,674.10 and was seconded by Councilman Skelton.  The motion passed unanimously.

RESIDENTS’ COMMENTS/CONCERNS:  Resident, Ralph Williams, stated that he was concerned about the residents at 626 Indian Ridge, that there might be drug problems.  Code Enforcement Officer, Steve Teaford, stated that he was well aware of the issues at the house.  Metro Louisville is also on top of the situation.  The residents of that location have been fined by Metro  and have cleaned up the property a little.

Resident, Cordell Lawrence, thanked Councilman Phillips for stopping by his daughter’s house and helping out with the water leak.

COMMITTEE REPORTS:

Finance/Ordinances:  Councilwoman Davis stated the 2018 rental agreement letters have been mailed out..

Code Enforcement:  Steve Teaford had reviewed the November report with the Council at the Caucus meeting.  He added that he is waiting for the letter from Attorney Hodge to send out to residents that may have dangerous trees that need attention.  He also reported that he observed 11 cars parked over night and will contact Graymoor/Devondale police regarding this.

Community Caring/Health & Fitness/Welcome to Windy Hills:   Councilwoman Spencer reported that there are 4 new residents.  She also reported that there were two new lighted swags for the signature entrances on Westport Road and she took advantage of a sale at the wholesale florists to purchase 28 additional garlands.

Community Events/Newsletter/Tree Board:   Councilwoman Greer stated that the next newsletter deadline will be February 23.  There were no Community Events to report.  She requested that the Council approve the reappointment of Cheri Silvey-Slusher, Laura Trachtenberg, and Jodie Mudd to the Tree Board.

Public Works:  Councilman Phillips stated that he talked to someone that is going to look into lighting Rudy II.  He said it may be able to be done for less money and not need to be hard wired.

Police Liaison/Real Estate Signs:  Councilwoman Greer reported for Councilman Rademaker in her absence.  She stated that Graymoor/Devondale Police Department patrolled Windy Hills for 116 hours.  Radar time was spent on Ambridge and Rudy Lane with two citations and 12 warnings.  There were three parking violations and four residences on house watch.  There were other “unfounded” incidents reported and a welfare check was done.  She also reported that Sojourn Church worked with Graymoor/Devondale on an active shooter assessment.  There was a small kitchen fire on Foeburn and two officers assisted with Glow on the Green.

Windy Hills Green/City Beautification:  No Report.

UNFINISHED BUSINESS:

Website Update:  Councilman Skelton reported that Kathy Sauer, the new webmaster previewed the new website with the Council at the Caucasus meeting on Friday.  The new website should be up and running in early 2018.

NEW BUSINESS:

None

ATTORNEY’S REPORT:  Attorney Hodge reported that he drafted a letter for Code Enforcement Officer, Steve Teaford, regarding resident’s right -of-way encroachment.  The Council asked that the encroachment resolution needs to be in the newsletter.

MAYOR’S REPORT:  Mayor Ising thanked the TEAM for all the accomplishments made during 2017 and requested that everyone think about what could be accomplished in 2018.  He stated it will be an agenda item in January.  He also reported that he distributed a letter regarding US 42 and Watterson Widening.  He asked that there might be an article in the next newsletter.

Councilman Phillips moved to adjourn the meeting at 7:38 P.M., seconded by Councilwoman Greer and the motion passed unanimously.
