Windy Hills Government Basics

The City of Windy Hills "City Hall" is located at 4350 Brownsboro Rd., Suite 110.  This facility is in the upper Summit Executive Office building, Suite 110, 4350 Brownsboro Rd. at the corner of U.S. 42 and Hubbards Lane.

The regular City Hall office hours are Monday through Friday 11:00 a.m. to 2:00 p.m.  It is best to call the office to confirm someone is in the office before coming over.  The phone number is 502-895-4778.  The Summit Executive Suites have receptionists available from 8:00 a.m. to 5 p.m. for your convenience to drop off or pick something up.

The Windy Hills government is composed of a 6-member Council presided over by a Mayor. Council members are elected every 2 years and the Mayor is elected every 4 years. All elections are held on the November election day of even years.

The Council has an open Public Meeting the evening of the second Monday of the month. It is usually held at Sojourn Community Church East at 2501 Rudy Lane and begins at 7:00 PM. Citizens may speak at these meetings at certain designated times. Our monthly calendar on this website will reflect any schedule changes. Agendas will be posted prior to the meeting.

In addition, there is an open Caucus Meeting held the Friday morning prior to the Monday meeting at the City offices in Summit Executive Suites. This meeting begins at 10:00 AM. Upcoming City business is discussed but no votes are taken by the Council. Citizens may attend but are not allowed to speak unless permission is granted. Zoom access to these meetings will be on the website with the agenda.

The City operates on a fiscal year of July 1 to June 30. The City obtains the bulk of its operating funds through City property taxes and minicipal insurance premium taxes. The State contributes to our Road fund for street maintenance and the City receives monies from other sources such as cable franchise fees and Rental Ordinance fees. Our budget is published and available for viewing. Our most recent property tax rate is 17 cents per every $100 of property value. The City uses the property valuation set by the Metro Louisville Property Valuation Administration. If tax bills are paid by the stated deadline, the City offers a discount. The discount for the 2022-2023 fiscal year will be 45%. The City’s tax rate is among the very lowest found in Jefferson County.

Any resident of Windy Hills may run for any City office and is highly encouraged to do so. You must file with Metro Louisville’s Election Commission to appear on the ballot in November. Please see http://elections.jeffersoncountyclerk.org/candidate-filing-info/ for proper filing requirements and deadlines.

The Mayor currently receives a $15,000 annual salary and each Councilperson will be paid $100 per month for their services (paid quarterly).
