The Council and Officers of the City of Windy Hills met at the Sojourn Community Church, 2501 Rudy Lane, at 7:00 P.M. Mayor Ising called the meeting to order.

MINUTES:
Councilwoman Greer moved to approve the minutes of the August 13, 2018 Council meeting; seconded by Councilman Skelton and approved unanimously.
FINANCIAL REPORTS, APPROVAL OF BILLS:
The financial reports for August, 2018 were moved for approval by Councilwoman Rademaker, and seconded by Councilman Phillips and approved unanimously.
Councilwoman Davis moved to approve the August bills, totaling $44,276.34 and was seconded by Councilwoman Skelton. The motion passed unanimously.
RESIDENTS’ COMMENTS/CONCERNS: Resident, Tish Moore addressed the Council and asked for them to continue to support/offer recycling in the City.
COMMITTEE REPORTS:
Finance/Ordinances: No report.
Code Enforcement: Councilman Phillips asked Mr. Teaford to highlight some of the “hot spots” in the City. He reported the #9 Pin Oak was an area he is working on – junk issue. Another area he is working on is 4326 Rudy Lane – abandoned cars issue. He also stated there are two rentals that failed inspection that he is working on getting cleared up.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that there are 9 new residents. She stated that she and Suzanne Ronniger will have signup sheets and handing out information at the Ice Cream Social regarding a Tai Chi program.
Community Events/Newsletter/Tree Board: Councilwoman Greer stated the next newsletter deadline will be November 11. The delayed Arbor Day celebration will be included with the Ice Cream Social on September 23. Also included at the Ice Cream Social will be records shredding and information regarding Tai Chi. Glow on the Green will be held on November 25. She also reported the Tree Board has developed their 2018/2019 work plan.
Public Works: Councilman Phillips reported the wash out on Brownsboro Road by Coach Gate has been cleaned up. He also stated a resident called about his house flooding on Rudy Lane and asked what the City could do. After some research, Councilman Phillips told the resident his house is in the flood plain and would be his responsibility. He also reported a tree at Rudy and Foeburn was trimmed and is waiting to meet with Metro regarding the intersection at Rudy and Ambridge.
Police Liaison/Real Estate Signs: Councilwoman Rademaker read the report she had previously distributed. She stated that Graymoor/Devondale Police Department patrolled Windy Hills for 114.2 hours. 1.0 hour of radar time was spent on Ambridge. Rudy Lane received about 19.0 hours of radar time, resulting in four citations and four warnings. An abandoned car with expired tags was towed on Ambridge. House watches were in effect on Highfield, Chelsea, Tottenham and Grassy Fork. Parking citations were given on Highfield, Tottenham (2) and Ambridge. Warnings were issued on Bonfire, Clerkenwell, Taxham Ct., and Windhurst. A complaint about parking on Ambridge proved to be unfounded. A suspicious vehicle was stopped at Sojourn Church with juveniles with a small amount of marijuana…parents were called. An intoxicated person was found in a car parked on Rudy Lane….parents were called. A missing 15 year old was located hiding in a closet on Foeburn. Two suspicious persons walking around on Tottenham were checked. They also had three business checks at Brownsboro Center and an unfounded burglar alarm on Brownsboro Rd.
Windy Hills Green/City Beautification: Councilman Skelton reported Brownsboro Lawn Care replaced the four dead bushes at the Wexford Place entrance and he has also cleaned up the entrance at Foeburn and Westport Rd., with the exception of one fence pole with utilities connected to it. That will be completed in the near future.
UNFINISHED BUSINESS:
Recycling Update: Councilman Phillips reported that there seems to be a great interest in recycling from the participation that has been observed
Communications Service Franchise Ordinance, Ord #2, Series 2018-2019: Councilwoman Greer made a motion for Attorney Hodge to have the first reading of Ord. #2, Series 2018-2019. Her motion was seconded by Councilwoman Davis and passed unanimously. Attorney Hodge proceeded with the first reading summary of Ordinance #2, Series 2018-2019. No further action needed.
Code Enforcement Board Participation: Attorney Hodge reported that the Council has proposed for Windy Hills to join local enforcement instead of taking cases to Circuit Court. He stated Graymoor/Devondale has to approve our City joining this group. Their meetings are held on the 3rd Tuesday of the month at 6:30. Councilwoman Davis plans to attend this month along with Code Enforcement Officer Steve Teaford and possibly Attorney Hodge if he can make it.
Code of Ordinance Codification update from American Legal Publishing Corp.: Clerk Moore stated that the draft Code of Ordinances Codification has been received. Mayor Ising had passed out a time line of what will take place and in what order. It appears the Codification is on schedule and will be completed soon.
NEW BUSINESS:
Revised Rental Ordinance #1, Series 2018-2019, first reading: Attorney Hodge stated that the revision of the Ordinance is to add regulations for short term rentals, such as Air B and B. Councilwoman made a motion to have the first reading and was seconded by Councilwoman Davis. The motion was approved unanimously. Attorney Hodge proceeded to read the summary of Ordinance #1, Series 2018-2019 into record. No further action necessary.
Election 2018: Mayor Ising stated that candidates will have the opportunity to expand their bio’s and have them published on the City’s web page. The dead line for these bio’s is October 15, 2018.
ATTORNEY’S REPORT: No report.
MAYOR’S REPORT: Mayor Ising stated that there will be a program put on by KLC and JCLC for newly elected officials and encouraged all that are elected to attend one of these sessions.
Comments/Questions to the Council as a Whole: Mike Luebeach, a resident, recommended that the Coach Gate residents be given a large rolling can for recycling. Most of the residents are elderly and that would be helpful for them.
Councilwoman Greer moved to adjourn the meeting at 7:48 P.M., seconded by Councilwoman Rademaker and the motion passed unanimously.

Councilwoman Greer moved to approve the minutes of the June 11, 2018 Council meeting; seconded by Councilman Skelton and approved unanimously.
FINANCIAL REPORTS, APPROVAL OF BILLS:
The financial reports for July, 2018 were moved for approval by Councilwoman Rademaker, and seconded by Councilwoman Davis and approved unanimously.
Councilman Skelton moved to approve the July bills, totaling $39,694.82 and was seconded by Councilwoman Spencer. The motion passed unanimously.
RESIDENTS’ COMMENTS/CONCERNS: Resident, Terry Breland thanked the Council for implementing the recycle program. Resident, Charlie Redmon also thanked the Council for starting a recycle program. John Roberts, a resident, thanked the Council for the sidewalks that were added years ago. He would like to suggest adding a few more benches, maybe along Hubbards Lane or on Rudy Lane, closer to Hubbards Lane.
COMMITTEE REPORTS:
Finance/Ordinances: No report.
Code Enforcement: Steve Teaford reported that there are 47 rentals in the City and he is working with our attorney, Jim Hodge on a revised rental ordinance to include short term rentals.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that there are 10 new residents. She stated that she and Suzanne Ronniger will have signup sheets and handing out information at the Ice Cream Social regarding to a Tai Chi program.
Community Events/Newsletter/Tree Board: Councilwoman Greer stated the newsletter deadline will be August 17. She also pointed out that there will be space for all the candidates to have a 75 word bio in the newsletter. The Ice Cream Social will be on September 23 with multiple events taking place. There will be Ice Cream, document shredding, the delayed Arbor Day celebration, and recycling information all on September 23. She also reported that the Tree Board will be meeting later in August.
Public Works: Councilman Phillips reported the paving will begin the week of August 20. He reported there is a sink hole on Brownsboro and he is reporting it to get it taken care of. He also stated he is meeting with a Metro official to determine what can be done to improve the markings at the intersection of Rudy Lane and Ambridge Dr.
Police Liaison/Real Estate Signs: Councilwoman Rademaker read the report she had previously distributed. She stated that Graymoor/Devondale Police Department patrolled Windy Hills for 102.21 hours. 3.0 hours of radar time was spent on Ambridge, resulting in two citations and five warnings. Rudy Lane received about 17.0 hours of radar time, resulting in one warning. There was also a warning issued on Windy Way. 25 minutes of radar time at Brownsboro and Coach Gate, resulting in two citations. A driver at Westport and Ambridge was warned about texting while driving and there was a traffic violation at Bentwood and Rudy. House watches were in effect on Highfield, Kingslook, and Copperfield. Parking citations were given on Clerkenwell and Tottenham/Windhurst and a warning on Highfield. The department dealt with a malfunctioning burglar alarm on Indian Ridge, an accident at Brownsboro/Antrim, and did business checks at the Brownsboro Center. A yard sale caused traffic problems on Rudy, and someone hit a tree on Ambridge. There were numerous suspicious vehicles reported, none of which amounted to any real problems. Councilwoman Rademaker would like to recommend to Graymoor/Devondale to have them run radar for 10 hours on Rudy Lane and 10 hour on Ambridge.
Windy Hills Green/City Beautification: Councilman Skelton reported that the tree and bushes on Jonlyn Court have been removed and the stump has been ground up. All of this has been replaced with gravel. He also stated that he will have the City’s landscaper/maintenance keeper to remove the fencing and trim the bushes at Foeburn Lane and Westport Road.
UNFINISHED BUSINESS:
Code Enforcement Board participation: Attorney Hodge stated that a group from Windy Hills needs to attend the next meeting at Graymoor/Devondale and ask to be included in the Code Enforcement Board. Mayor Ising will contact the Mayor of Graymoor/Devondale to discuss further.
Recycling Update: Mayor Ising reported that he has received many comments from residents. Councilman Skelton made a motion to award a Good Neighbor Award to the Recycling Team and was seconded by Councilwoman Davis. The motion passed unanimously. Mayor Ising read the Good Neighbor Award and stated they had presented it to the group because one person had to leave early. It was brought to the Council’s attention that one name had been left off the list of participants and the Mayor stated that Charles Redman would be added to the award. Discussion ensued regarding how to determine what residents want in relation to recycling…once a week pickup and once a week trash pickup; twice a week trash pickup and once a week recycling, etc. It was suggested that the Council use “Survey Monkey” to have residents express their opinions. The subject will be further discussed at the September caucus meeting.
Communications Service Franchise Ordinance, Ord #2, Series 2018-2019: Attorney Hodge reported that he will have a summary of the Ordinance for 1st reading for the September meeting. He will invite Attorney Linda Ain to the caucus meeting to further explain the Ordinance.
NEW BUSINESS:
Donation to Healing Place: Councilwoman Spencer made a motion to donate $1,250 to the Healing Place and was seconded by Councilwoman Rademaker. Councilwoman Davis explained that while she likes the Healing Place and the work they do, she is not in favor of donating to them. She stated that if the City decides to move forward with recycling, it will cost the City an additional $16,000 for weekly collection. Councilwoman Spencer stated the money for the donations was already budgeted. Councilman Skelton stated that the City has enough money to do both. The motion passed with the following 4-2 votes:

ATTORNEY’S REPORT: Attorney Hodge reported that he had to refer a rental property client to another attorney due to a conflict of interest. He also reported that he left a message for the lowest paving bidder who had questioned why the bid was awarded to the middle bidder.
MAYOR’S REPORT: Mayor Ising thanked Councilman Phillips setting up the storm cleanup.
Comments/Questions to the Council as a Whole: Charles Redman addressed the Council and stated that if the City decided to do once a week trash pickup and once a week recycle, the City would save money. He also stated that he disagreed with the City giving tax dollars to charity. He believes that the resident should receive something in return…paying less for trash/recycle but should get more or like lower taxes, bigger tax discount, etc. Councilwoman Spencer stated that there is a huge addiction problem and it does affect Windy Hills. She further stated that the Healing Place needs the donations. Councilman Skelton pointed out that Windy Hills has the lowest taxes of all Satellite Cities.
Kim Greenrose addressed the Council stating that the fence at Victoria Place had not been painted. Councilman Phillips stated he will check into it. She also asked what the process was for paving streets, as she thought Victoria Place needs to be re-paved.

MINUTES:
Councilwoman Greer moved to approve the minutes of the June 11, 2018 Council meeting; seconded by Councilwoman Davis and approved unanimously.
FINANCIAL REPORTS, APPROVAL OF BILLS:
The financial reports for June, 2018 were moved for approval by Councilwoman Davis, and seconded by Councilman Skelton and approved unanimously.
Councilman Phillips moved to approve the June bills, totaling $55,570.45 and was seconded by Councilwoman Davis. The motion passed unanimously.
RESIDENTS’ COMMENTS/CONCERNS: Resident, Jodie Mudd thanked the Council for deciding to have a trial of Recycling for all residents in the City. He asked when will it begin, if there will be larger recycling bins since it will be going from once a week to every other week and if a person already subscribes, will Waste Management automatically discontinue the billing.
Douglas Scott from The Healing Place addressed the Council, thanking them for their past donation and gave a funding need update. He stated there is always a great need.
COMMITTEE REPORTS:
Finance/Ordinances: Councilwoman Davis reported that after some research she has located two rental homes and a few other possible rentals. She has passed the information on to Steve Teaford. She thanked the City officials and staff for keeping city expenses to a minimum as it appears the City will end the 2017-2018 fiscal year with a surplus. She will have an exact number in October after receiving the auditor’s report.
Code Enforcement: Steve Teaford stated he will be meeting with Jim Hodge to review the revised Rental Ordinance and to tweak the Encroachment Ordinance.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that there are 4 new residents. She stated that she and Suzanne Ronniger created and handed out informational material dealing with Opioid and other addictive substances at the 4th of July Picnic. She also stated that she is meeting with Jodie Mudd and Paula Barmore regarding Tai Chi routines on the Green. She reported that she is working on two plaques on the Green.
Community Events/Newsletter/Tree Board: Councilwoman Greer congratulated everyone for a successful 4th of July Picnic and Parade and thanked everyone for all the work they put in. She stated the Tree Board will meet in August. The next newsletter deadline is August 18 and will need all candidate’s bios by then (limiting the bios to 75 words).
Public Works: Councilman Phillips reported the Council held the paving bid opening on Friday, July 6, receiving three bids. See below for further details. He also reported that he hired Adam Vogelsang to clean up the storm debris.
Police Liaison/Real Estate Signs: Councilwoman Rademaker read the report she had previously distributed. She stated that Graymoor/Devondale Police Department patrolled Windy Hills for 102.35 hours. 1.13 hours of radar time was spent on Ambridge, resulting in one warning. Rudy Lane received about 21.14 hours of radar time six warnings. House watches were in effect on Highfield, Kingslook, and Copperfield. Parking warnings were given on Indian Ridge and Kinglan and a citation was issued on Copperfield. Extra patrols were done on Copperfield and Jonlyn Court, a suspicious white van was reported on Indian Ridge and a homeowner set off an alarm on Two Springs. An investigation was done on East Gate concerning a parking ticket. Two suspicious persons were reported on the Green – turned out to be nothing and a possible homeless camp was investigated at 2501 Brownsboro Rd.
Windy Hills Green/City Beautification: Mayor Ising stated how beautiful the flowers at the Rudy Lane signature entrance are.
UNFINISHED BUSINESS:
Recycling Update: Councilman Phillips reported that he will call Waste Management to get the most recent update.
Telecommunication Franchises: Attorney Hodge reported that Metro is reconsidering their initial decision and he is waiting to see what that decision is.
Independence Day Celebration Results: Councilwoman Greer stated the Picnic was a huge success even with the hot weather. She reported that the caterer did an excellent job and most preferred this caterer over the last one. Everyone also like the new ice cream flavors that Haywood’s Dairy added this year – Bourbon and Run Raisin. Kate also stated that this year she added a rented tent to supply some shade. Next year they will shorten the length of the event and have more tables inside. She again thanked everyone for all their help.
Code Enforcement Board Participation: Attorney Hodge reported that our petition has been made to Graymoor/Devondale and he is currently waiting on their decision for us to join this Board.
NEW BUSINESS:
Community Standards Committee – Municipal Order: Resolution No 1, Series 2018-2019 – to set up a Community Standards Committee. Councilwoman Greer made a motion to approve Municipal Order and was seconded by Councilwoman Davis. The motion passed with a unanimous vote.
Road Paving Bids: Councilman Phillips reported that he and Code Enforcement Officer opened the three bids received on Friday, July 6 at 10:00. There were no representatives present from the bidding companies. Hall Construction was the highest bidder at $43,158, Libs Paving was next bidder at $39,520, and Mac Construction was lowest at $38,733. After some discussion, Councilwoman Rademaker made a motion to award the paving bid to Libs paving due to the favorable experience the City has had with them in the past and the bid being just $787 over the lowest bidder. Her motion was seconded by Councilwoman Spencer and approved with a split vote as follows:

MINUTES:
Councilwoman Greer moved to approve the minutes of the May 14, 2018 Council meeting; seconded by Councilman Phillips and approved unanimously.
FINANCIAL REPORTS, APPROVAL OF BILLS:
The financial reports for May, 2018 were moved for approval by Councilman Skelton, and seconded by Councilwoman Spencer and approved unanimously.
Councilwoman Rademaker moved to approve the May bills, totaling $38,751.79 and was seconded by Councilwoman Davis. The motion passed unanimously.
RESIDENTS’ COMMENTS/CONCERNS: Resident, Marty Hoehler, introduced himself and stated he will be running for Windy Hills City Council in the upcoming November elections.
COMMITTEE REPORTS:
Finance/Ordinances: Councilwoman Davis stated she will address the Tax and Budget Ordinances later in the meeting.
Code Enforcement: Steve Teaford stated the Rental and unlicensed vehicles Ordinances will have to be re-designed to include Air B&B properties and more stringent rules for unlicensed vehicles. He also sent an email with the addresses that need to be grandfathered in to the parking pad Ordinance/Resolution.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that there are 12 new residents. She stated that the Community Caring Team will have a hand out at the 4th of July Picnic.
Community Events/Newsletter/Tree Board: Councilwoman Greer reported that Arbor Day has been rescheduled to be held at the Ice Cream Social on September 23. She made a motion to appoint Bruce Blue and Scott Breland to the Tree Board. Her motion was seconded by Councilwoman Rademaker and passed unanimously. She also stated that the Tree Board sent out letters to the residents on Clerkenwell offering new trees, but had no response. The Tree Board will use the money for those trees to replace damaged or dying trees on Ambridge. A tree has died on Indian Ridge and Plant Kingdom will replace it at cost. The next tree board meeting will be on August 23. The next newsletter deadline is August 18.
Public Works: Councilman Phillips reported the dead dogwood tree on the Green has been removed. He also reported that advertisement for paving bids will be placed in the Courier Journal.
Police Liaison/Real Estate Signs: Councilwoman Rademaker read the report she had previously distributed. She stated that Graymoor/Devondale Police Department patrolled Windy Hills for 109.22 hours. 95 minutes of radar time was spent on Ambridge, resulting in three warnings. Rudy Lane received about 17 hours of radar time, resulting in two citations and two warnings. There was an additional forty minutes of radar time that was not identified. Additional citations were issued at Brownsboro and Hubbards and Westport and Ambridge. There was one house on house watch. Suspicious persons were reported on Windygo Ct. and Windhurst. Investigations were done on Ambridge and Foeburm. There was a hit and run on Clerkenwell with minor damage. Included in the report were 15 City Ordinance citations – no location as well as a citation on Tottenham. There was a note that the police department was using a new reporting method and fewer activities were reported at first.
Windy Hills Green/City Beautification: No report.

Recycling Update: Councilman Phillips reported that Waste Management will be ordering tubs for everyone and it may be an August start date.
First Reading of Ordinance 4, Series 2017/2018 Ad Valorem Taxes for 2018: Councilwoman Rademaker made a motion to have Ordinance 4, Series 2017/2018 regarding the Ad Valorem Taxes for 2018 read into record. Councilwoman Spencer seconded the motion and it passed unanimously. Attorney Hodge read the summary of Ord 4, Series 2017/2018. Councilman Phillips made a motion to approve Ordinance 4, Series 2017/2018 and was seconded by Councilwoman Davis. The motion passed by a roll call vote as follows.

First Reading of Ordinance 5, Series 2017/2018 Budget for 2018: Councilwoman Greer made a motion to have Ordinance 5, Series 2017/2018 regarding the 2018 Budget read into record. Councilwoman Rademaker seconded the motion and it passed unanimously. Attorney Hodge read the summary of Ordinance 5, Series 2017/2018 into record. Councilwoman Rademaker made a motion to approve Ordinance 5, Series 2017/2018 and was seconded by Councilwoman Davis. The motion passed by a roll call vote as follows.

Telecommunication Franchises: Attorney Hodge stated there will be a meeting with the Jefferson County Cable Commission for further action.
Ordinance Codification Update: Clerk Moore stated that she had a meeting with Pam Howarah with the State Libraries and Archives. They filed a report that was due. Ms. Howarah stated that everything seemed to be on schedule. Mrs. Moore stated that once this project is completed it will allow anyone to research all of the City’s Ordinances on line and in a very organized way.
Other: Jonlyn Court – Councilman Skelton made a motion to hire Adam with Brownsboro Lawn Care for a price of not greater than $1,500 depending on the approval of the majority of the residents on that street to remove and relocate all the plantings (except the tree), remove the tree, and place gravel on the island after all is removed. The motion was seconded by Councilwoman Davis. After a long discussion Councilwoman Rademaker called the question and was seconded by Councilman Phillips and passed unanimously. The original motion passed with a vote of 5 Ayes and one abstaining – Councilman Phillips.
NEW BUSINESS:
Independence Day Celebration: Councilwoman Greer reported that the City has hired a new caterer for the same price. There will be no soft drinks provided, but tea and lemonade will be included. The parade will start a little later with Uncle Sam driving his red Corvette after handing out flags and a copy of the Constitution. Rain will not cancel, as the new caterer will provide tents if needed.
Code Enforcement Board Participation: Attorney Hodge stated that everything has been filed for us to participate in the Suburban Code Enforcement Board. He is waiting for the Council from Graymoor/Devondale to approve our participation in this Board.
ATTORNEY’S REPORT: Attorney Hodge reported that the impound property is full and due to that, Metro would be slow in moving disabled cars to the impound lot.
MAYOR’S REPORT: Mayor Ising commented on the article he had distributed regarding local governance in regards to the Drug Crisis. He also stated that the filing of papers to run for local office is August 14 at 4:00 pm at 710 W. Ormsby. There is a $50 filing fee. He also reminded all that their Bios for the newsletter would be due to Councilwoman Greer by August 18. He reported that he attended the Tree Board meeting and stated they are doing a good job with Councilwoman Greer representing the City. He has asked Councilman Phillips to be Mayor pro-tem while he is on vacation. He also reported that Brownsboro Hardware will be celebrating their 20th Anniversary and he will be presenting a proclamation from the City to Jim Lehrer.
Comments/Questions to the Council as a Whole: A new resident from Victoria Place asked if she could approach her neighbors about keeping up their newspaper boxes or remove them. She said they are in need of repair. She also reported that the fence into Victoria Place is in need of painting/repair.

Councilwoman Greer moved to approve the minutes of the April 9, 2018 Council meeting; seconded by Councilman Phillips and approved unanimously.
FINANCIAL REPORTS, APPROVAL OF BILLS:
The financial reports for April, 2018 were moved for approval by Councilman Skelton, and seconded by Councilwoman Rademaker and approved unanimously.
Councilwoman Davis moved to approve the April bills, totaling $142,378.40($100,000 of which was for a CD) and was seconded by Councilwoman Spencer. The motion passed unanimously.

COMMITTEE REPORTS:
Finance/Ordinances: Councilwoman Davis stated she will address the Budget details later in the meeting.
Code Enforcement: Steve Teaford stated he will have a discussion with the City Attorney, Jim Hodge regarding Air B&B within the City. He had no other updates to his report that was discussed at the Working Meeting.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that there are 5 new residents. She also reported that there is one new plaque and will need to talk with Mike Hayman as to what kind of tree will be planted. She stated that she is working with Paula Barmore, from Anoosh Nosh on a possible Health and Fitness Event relating to Tai Chi on the Green as well as a possible art show. She had nothing to report on Community Caring.
Community Events/Newsletter/Tree Board: Councilwoman Greer reported that Arbor Day was postponed due to the weather and has been rescheduled to be held at the Ice Cream Social. She also stated there will be a Tree Board meeting on June 7. She reported the City Wide Yard Sale will be held on the following Saturday, May 19 and asked the City Clerk to send out a blast email to inform the residents that each participant will be responsible for placing balloons to direct to their house for the sale.
Public Works: Councilman Phillips reported he will discuss paving later during the meeting.
Police Liaison/Real Estate Signs: Councilwoman Rademaker read the report she had previously distributed. She stated that Graymoor/Devondale Police Department patrolled Windy Hills for 112 hours. About 3 hours of radar time was spent on Ambridge, resulting in one citation and three warnings. Rudy Lane received about 19.5 hours of radar time, resulting in five citations and eight warnings. An additional citation was issued at Brownsboro and Antrim for an expired license plate.. Thirteen parking citations were issued on Windsong, Windhurst, Chesham, Wicklow, Kitty Hawk, and Deerfield. Four of them were for $15, seven were for $25 and two were for $50. House watches include: Indian Ridge, Highfield, Kingslook and Tottenham. Two suspicious persons were reported, but were solicitors. Two suspicious vehicles were also reported, but not found by police. There was also a medical alert caused by a faulty device.
Windy Hills Green/City Beautification: No report.
UNFINISHED BUSINESS:
Telecommunication Franchises: Attorney Hodge stated that Metro is close to a resolution on this issue and we will wait to see what action they take
Recycling Update: Councilman Phillips had passed around a Wall Street Journal article noting that right now there is not a big payoff for recycled materials and they end up in the dump. Councilwoman Greer made a motion for the City to set up biweekly recycling for the entire City for a three month trial period. The motion was seconded by Councilwoman Davis. Councilman Phillips asked what parameters would be used to determine if the City would continue after the 3 month trial. No one gave out specific parameters. The motion passed with 5 Ayes and one No vote (Councilman Phillips). Councilman Phillips will be the person for making the arrangements with Waste Management.
NEW BUSINESS:
First Reading of Ordinance 4, Series 2017/2018 Ad Valorem Taxes for 2018: Councilwoman Greer made a motion to have Ordinance 4, Series 2017/2018 regarding the Ad Valorem Taxes for 2018 read into record. Councilman Skelton seconded the motion and it passed unanimously. City Clerk, Moore, read the summary of Ordinance 4, Series 2017/2018 into record.
First Reading of Ordinance 5, Series 2017/2018 Budget for 2018: Councilwoman Greer made a motion to have Ordinance 5, Series 2017/2018 regarding the 2018 Budget read into record. Councilwoman Rademaker seconded the motion and it passed unanimously. Attorney Hodge read the summary of Ordinance 5, Series 2017/2018 into record.
Repaving 2018: Councilman Phillips stated that $48,000 is budgeted for repaving. He reported that the streets scheduled for repaving are in Coach Gate – Creighton Hill, Wellington Place and Chamberlain Hill.
Other: Councilman Skelton suggested that an email blast be sent out to inform the residents of the recycling decision.
ATTORNEY’S REPORT: Attorney Hodge reported that the latest COLA for administration is 2.1%.
MAYOR’S REPORT: Mayor Ising stated he attended the Mayors’ advisory meeting at which the Westport Road traffic was discussed. He also stated that the VA Hospital is still under consideration, but there is not a lot of hope for any changes. He reported that Air B&B is big in the South end of town. He also stated the there are 200 unfilled police positions, 8 new radar machines have been purchased and St. Matthews has a new EMS vehicle. He reported that he and Councilman Phillips attend the Volunteers of America grand opening and there is a room dedicated to the City of Windy Hills for the donation the City made to them.
Comments/Questions to the Council as a Whole: Allan Ware asked if anyone knew what the time frame is for the payoff of the new EMS vehicle and would there ever be a reduction or elimination of the tax for the vehicle.

Councilwoman Greer moved to approve the minutes of the March 12, 2018 Council meeting; seconded by Councilwoman Spencer and approved unanimously.
FINANCIAL REPORTS, APPROVAL OF BILLS:

RESIDENTS’ COMMENTS/CONCERNS: Resident, Wendy Mains, of Jonlyn Ct, addressed the Council with concerns about the landscaped circle on their court. She stated that since it has been re-landscaped with new plants and rocks, the plants are dying due to lack of water and people are running over the plants and rocks. She stated there is not enough room to maneuver around it with their cars and garbage and delivery trucks as well. She would like the whole landscaped circle to be removed and paved over. One of her residents would just like the tree in the center. Councilwoman Rademaker stated that most residents like it that the City is proactive with landscaping areas. Mayor Ising stated that the City will look into the issue.
Joyce Bridge addressed the Council to Thank the City for the donation to Family Court. It was greatly appreciated.
Karen Berg, democrat candidate running for Senator introduced herself and stated she is fiscally conservative, concerned about the State medical insurance needs and gun control. She passed out information and asked that anyone that would like to support her campaign by placing a sign in their yard, to let her know.
COMMITTEE REPORTS:
Finance/Ordinances: Councilwoman Davis reported that she is currently working on the budget and doing rental follow-up. She also stated that the Wexford Place house has been cleaned up.
Code Enforcement: No report.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that there are 5 new residents. She also reported that there is a pending plaque for the Green (a bush for her late husband). She stated that she is working with Paula Barmore, from Anoosh Nosh) on a possible Health and Fitness Event relating to Tai Chi on the Green as well as a possible art show. She had nothing to report on Community Caring.
Community Events/Newsletter/Tree Board: Councilwoman Greer reported that Arbor Day will be the following Sunday, but stated it will be rescheduled if it rains. The next newsletter deadline will be on May 18.
Public Works: Councilman Phillips reported that the electrical outlet by the bear on the Green should be installed soon.
Police Liaison/Real Estate Signs: Councilwoman Rademaker read the report she had previously distributed. She stated that Graymoor/Devondale Police Department patrolled Windy Hills for 102.3 hours. 8.5 hours of radar time was spent on Ambridge, resulting in three citations and two warnings. Rudy Lane received 3 hours of radar time, resulting in one citation and one warning. An additional citation was issued at Hubbards Lane and Rudy. The parking citations issued were: Clerkenwell (4); Chepstaw Ct (1), Windhurst Ct. (2), Tottenham (1), Windsong Way (1), and Indian Ridge (1). Warnings were given on Bonfire and Chelsea. an abandoned vehicle (4days) was towed on Ambridge. There were parking problems on Foeburn due to a party. House watches include: Indian Ridge, Highfield, and Grassy Fork. There was a home invasion on Kingslook (no details given). Other issues included: warrant on Indian Ridge, directed patrols on Falgate Ct., a semi parked on Ambridge and a Spectrum solicitor reported, and a non-injury accident at the Methodist Church.
Windy Hills Green/City Beautification: Councilman Skelton reported that spring (fertilizing, grass work, etc) work is being done on the Green. He said he and Lou Phillips will take a look at the court on Jonlyn Court.
UNFINISHED BUSINESS:
Encroachment Resolution : Attorney Hodge read Resolution No 2, Series 2017/2018 into record relating to Driveway encroachments. Councilwoman Greer made a motion to approve the resolution and was seconded by Councilwoman Rademaker. The motion was passed unanimously.
Telecommunications Franchise Issues (Charter, Google, AT&T): Attorney Hodge reported that there is nothing new to report that JCLC is watching Metro’s progress and will receive recommendation after Metro’s decision.
NEW BUSINESS:
Recycling Considerations: Mayor Ising stated that the issue was discussed at the Caucus meeting, stating that all of the Council members take part in recycling – most take to the recycling center. He also stated that currently there are 205 signed up for recycling pointing out that that is not a high percentage of our 1200 residences. Councilman Phillips has done some work on it and they concluded that with a cost of $33,000 for the whole year it was hard to justify the expense for such a low participation. The current contract is up in a year. Councilman Skelton stated he talked to Waste Management and is in favor of every 2 weeks at a cost of $22,000. He also stated that Waste Management would be willing to do a trial period for $6K – $7K. Councilwoman Davis said she would be willing to analyze for the budget affect and also stated that she wasn’t aware that it would be discussed at this meeting. She needs to see how much the revenue will go up. Councilwoman Rademaker stated she would rather take her recycling to the center for convenience. Bruce Blue, a resident, stated he has worked in the recycling industry for many years and offered to meet with the City regarding this subject. He stated that the City may want to inquire with Waste Management if they would pay the City back for some of the recycling materials that they get reimbursed for.
ATTORNEY’S REPORT: No Report.
MAYOR’S REPORT: Mayor Ising stated the City received a thank you from the Volunteers of America for the City’s Contribution. He reported that there was an article in the last newsletter regarding running for Council/Mayor and asked if any of the Council had heard of any interested people. He also reported that Brightside Cleanup would be the following Saturday. He will pick up supplies. He sated he will be attending the District 7 Mayor’s Advisory Council Meeting on April 25th and asked if anyone had any issues or concerns they would like addressed.
Comments/Questions to the Council as a Whole: Bruce Blue stated he is concerned about a truck that parks on Two Springs during the day that could possibly cause a wreck.
Jodi Mudd expressed his views on recycling, stating that it seems it’s a matter of money and convenience. He said that you could use a 50 gallon can on wheels and put an emblem on it to signify that it contains recycling, not trash.

GRAYMOOR/DEVONDALE POLICE CHIEF THRONEBERRY: Chief Throneberry was not able to make the meeting.
RESIDENTS’ COMMENTS/CONCERNS: Resident, Jean Wade addressed the Council with concerns about the City not offering recycling for the residents at no cost.
Resident and previous Tree Board member, Marcia Myers addressed the Council also with her concerns regarding recycling for the City. She would like the City to support and promote recycling. She also requested that the City share more recycling information with the residents. She would like to set up a recycling information table at the Arbor Day Celebration. She also requested that a survey be sent out to the residents to see how much interest the residents would have in recycling.
Resident, Jodie Mudd also addressed the Council with recycling concerns. He had prepared and distributed a handout with information he had received from Waste Management. He stated there is a discrepancy between what people are being charged for recycling when they sign up currently and what they were being charged previously.
The Council addressed their concerns and told them they will contact Waste Management to investigate the discrepancy in the amount being charged for recycling and will discuss the issue at the next caucus meeting.
COMMITTEE REPORTS:
Finance/Ordinances: In Councilwoman Davis’s absence, Mayor Ising read her report. Her report stated that she and the Code Enforcement Officer, Steve Teaford, had met with Chief Grady Throneberry with Graymoor/Devondale Police to discuss the parking situation in the City. She and Steve will prepare a parking information sheet that will be placed on the cars in violation . They have asked Graymoor/Devondale Police to immediately issue parking tickets with a minimum fine of $25 and if not paid within 10 days the fine will be increased to $50. They also are considering joining a multi-city appeals cooperative where the unpaid citations will be further handled.
Code Enforcement: Steve Teaford stated he has received the final Rental Registry form, stating there are 49 rentals in the City. He stated the property at Brownsboro and Indian Ridge is not a rental, but a blighted property, which the owners have ignored over $1,000 in Metro fines. Attorney Hodge stated that the City can start the process with the County Attorney’s office and eventually it will be handed over to them to handle.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that there are 2 new residents. She had nothing else to report.
Community Events/Newsletter/Tree Board: Councilwoman Greer reported that the latest newsletter is at the printer and should be delivered by the end of March. She also stated that the Tree Board had met and they had received a new Tree City designation banner. She reported that the Arbor Day celebration will include a game to indentify trees and plants and everyone will be receiving seeds. She included in the newsletter that the City will host a Yard Sale if there are 25 households participating.
Public Works: Councilman Phillips reported that Rudy the bear has been lighted and Landscape Lighting did a great job with lighting the bear in such a way as creating an image/shadow on the tree behind.

She stated that Graymoor/Devondale Police Department patrolled Windy Hills for 98.2 hours. 9.38 hours of radar time was spent on Ambridge, resulting in two citations and six warnings. Rudy Lane received 3.42 hours of radar time, resulting in one citation and four warnings. An additional citation was issued at Hubbards Lane and Coachgate. Three parking citations were issued on Windhurst, one on Clerkenwell and one on Ambridge. The following warnings were given: Bonfire 2, Highfield 2, Indian Ridge 2, Windsong Way 1, Antrim 1, and Clerkenwell 1. An illegally parked vehicle with license plates from a different vehicle was towed on Tottenham. The owner of this vehicle was arrested on Bonfire due to outstanding warrants. There were three burglaries in February; a garage on Highfield, a garden shed on Greenbriar and a garage on Windy Way. Police were on the lookout for open garage doors and issued crime prevention notices on Deerfield, Windhurst, and Ambridge. A suspicious person was reported on Falgate, a suspicious vehicle on Creighton Hill and suspicious activities on Deerfield. Police also assisted a motorist with a flat tire at Westport Rd and Ambridge, and an accident on Rudy Ln. Residences on Indian Ridge and Highfield were on house watch.
Windy Hills Green/City Beautification: Councilman Skelton reported that fresh mulch had been put down.
UNFINISHED BUSINESS:
Ordinance No. 3, Series 2017/2018 – Providing Compensation of Elected Officials for the City: Councilman Phillips made a motion to read Ordinance No 3 into record and was seconded by Councilman Skelton. The motion passed unanimously. Attorney Hodge read the Ordinance into record, calling for an annual compensation of $12,000 per year for City Council members, which passed with a vote of 5 Ayes (one member was absent) as follows:

Encroachment Resolution: Attorney Hodge reported that he and the Code Enforcement Officer will be meeting with a Metro Engineer. Councilwoman Greer seconded the motion and it passed unanimously.

Brightside Sponsorship Westport Road and Watterson: Councilwoman Rademaker made a motion to continue with the Brightside Sponsorship of the maintenance of our quadrant at Westport Road and Watterson. The motion was seconded by Councilwoman Spencer and passed unanimously.
ATTORNEY’S REPORT: Attorney Hodge reported that he is monitoring the Metro suit regarding the local control of waste disposal. He stated it is in the State Court of Appeal. He said the League of Cities is involved, but we are not. Councilman Phillips inquired about the Ed Flint suit and he replied that it was being wrapped up since Mr. Flint has deceased.
MAYOR’S REPORT: Mayor Ising stated that JCLC is considering Metro’s recycling program and the objective is to have 90 % participation. He also stated that Brightside Cleanup will be on Saturday April 14 at 9:00 am at Stock Yards Bank parking lot. He also reported that he will be on vacation from March 23 through April 1. He shared that he had received a thank you from the Council for Jewish Women for the Family Court donation.
Comments/Questions to the Council as a Whole: Laura Trachtenberg addressed the Council with a suggestion that possibly the City could offer recycling once a month and that week only have trash pickup once a week.

She also requested that a survey be sent out to the residents to see how much interest the residents would have in recycling.
Resident, Jodie Mudd also addressed the Council with recycling concerns. He had prepared and distributed a handout with information he had received from Waste Management. He stated there is a discrepancy between what people are being charged for recycling when they sign up currently and what they were being charged previously.
The Council addressed their concerns and told them they will contact Waste Management to investigate the discrepancy in the amount being charged for recycling and will discuss the issue at the next caucus meeting.
COMMITTEE REPORTS:
Finance/Ordinances: In Councilwoman Davis’s absence, Mayor Ising read her report. Her report stated that she and the Code Enforcement Officer, Steve Teaford, had met with Chief Grady Throneberry with Graymoor/Devondale Police to discuss the parking situation in the City. She and Steve will prepare a parking information sheet that will be placed on the cars in violation . They have asked Graymoor/Devondale Police to immediately issue parking tickets with a minimum fine of $25 and if not paid within 10 days the fine will be increased to $50. They also are considering joining a multi-city appeals cooperative where the unpaid citations will be further handled.
Code Enforcement: Steve Teaford stated he has received the final Rental Registry form, stating there are 49 rentals in the City. He stated the property at Brownsboro and Indian Ridge is not a rental, but a blighted property, which the owners have ignored over $1,000 in Metro fines. Attorney Hodge stated that the City can start the process with the County Attorney’s office and eventually it will be handed over to them to handle.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that there are 2 new residents. She had nothing else to report.
Community Events/Newsletter/Tree Board: Councilwoman Greer reported that the latest newsletter is at the printer and should be delivered by the end of March. She also stated that the Tree Board had met and they had received a new Tree City designation banner. She reported that the Arbor Day celebration will include a game to indentify trees and plants and everyone will be receiving seeds. She included in the newsletter that the City will host a Yard Sale if there are 25 households participating.
Public Works: Councilman Phillips reported that Rudy the bear has been lighted and Landscape Lighting did a great job with lighting the bear in such a way as creating an image/shadow on the tree behind.
Police Liaison/Real Estate Signs: Councilwoman Rademaker read the report she had previously distributed. She stated that Graymoor/Devondale Police Department patrolled Windy Hills for 98.2 hours. 9.38 hours of radar time was spent on Ambridge, resulting in two citations and six warnings. Rudy Lane received 3.42 hours of radar time, resulting in one citation and four warnings. An additional citation was issued at Hubbards Lane and Coachgate. Three parking citations were issued on Windhurst, one on Clerkenwell and one on Ambridge. The following warnings were given: Bonfire 2, Highfield 2, Indian Ridge 2, Windsong Way 1, Antrim 1, and Clerkenwell 1. An illegally parked vehicle with license plates from a different vehicle was towed on Tottenham. The owner of this vehicle was arrested on Bonfire due to outstanding warrants. There were three burglaries in February; a garage on Highfield, a garden shed on Greenbriar and a garage on Windy Way. Police were on the lookout for open garage doors and issued crime prevention notices on Deerfield, Windhurst, and Ambridge. A suspicious person was reported on Falgate, a suspicious vehicle on Creighton Hill and suspicious activities on Deerfield. Police also assisted a motorist with a flat tire at Westport Rd and Ambridge, and an accident on Rudy Ln. Residences on Indian Ridge and Highfield were on house watch.
Windy Hills Green/City Beautification: Councilman Skelton reported that fresh mulch had been put down.
UNFINISHED BUSINESS:
Ordinance No. 3, Series 2017/2018 – Providing Compensation of Elected Officials for the City: Councilman Phillips made a motion to read Ordinance No 3 into record and was seconded by Councilman Skelton. The motion passed unanimously. Attorney Hodge read the Ordinance into record, calling for an annual compensation of $12,000 per year for City Council members, which passed with a vote of 5 Ayes (one member was absent) as follows:

Encroachment Resolution: Attorney Hodge reported that he and the Code Enforcement Officer will be meeting with a Metro Engineer. Councilman Phillips made a motion to Authorize the Mayor/City Clerk/Code Enforcement Office to sign the Encroachment Permits received. Councilwoman Greer seconded the motion and it passed unanimously.
Telecommunications Franchise Issues (Charter, Google, AT&T): Attorney Hodge reported that JCLC is watching Metro’s progress and will receive recommendation after Metro’s decision.
NEW BUSINESS:
Contribution Request from Volunteers of America: Councilman Skelton made a motion to contribute $3,500 to Volunteers of America and was seconded by Councilwoman Greer. the motion passed unanimously.
Brightside Sponsorship Westport Road and Watterson: Councilwoman Rademaker made a motion to continue with the Brightside Sponsorship of the maintenance of our quadrant at Westport Road and Watterson. The motion was seconded by Councilwoman Spencer and passed unanimously.
ATTORNEY’S REPORT: Attorney Hodge reported that he is monitoring the Metro suit regarding the local control of waste disposal. He stated it is in the State Court of Appeal. He said the League of Cities is involved, but we are not. Councilman Phillips inquired about the Ed Flint suit and he replied that it was being wrapped up since Mr. Flint has deceased.
MAYOR’S REPORT: Mayor Ising stated that JCLC is considering Metro’s recycling program and the objective is to have 90 % participation. He also stated that Brightside Cleanup will be on Saturday April 14 at 9:00 am at Stock Yards Bank parking lot. He also reported that he will be on vacation from March 23 through April 1. He shared that he had received a thank you from the Council for Jewish Women for the Family Court donation.
Comments/Questions to the Council as a Whole: Laura Trachtenberg addressed the Council with a suggestion that possibly the City could offer recycling once a month and that week only have trash pickup once a week.
Councilwoman Greer moved to adjourn the meeting at 8:05 P.M., seconded by Councilman Phillips and the motion passed unanimously.

MINUTES:
Councilwoman Greer moved to approve the minutes of the January 8, 2018 Council meeting; seconded by Councilman Phillips and approved unanimously.
FINANCIAL REPORTS, APPROVAL OF BILLS:
The financial reports for January, 2018 were moved for approval by Councilman Skelton, seconded by Councilwoman Davis and approved unanimously.
Councilwoman Davis moved to approve the January bills, totaling $37,809.20 and was seconded by Councilman Skelton. The motion passed unanimously.
RESIDENTS’ COMMENTS/CONCERNS: Resident, Charles Redmon addressed the Council to compliment the City, stating that they enjoy the loop. He added that he would like to see once a week trash pickup and add recycling instead of twice a week trash pickup. The Council explained to him the reasons for their decision of not paying for recycling due to the recycling center within the City limits on Hubbards Lane.
COMMITTEE REPORTS:
Finance/Ordinances: Councilwoman Davis reported that she is working with Code Enforcement Officer, Steve Teaford on the rental properties and overnight parking issues.
Code Enforcement: Steve Teaford stated he is working with Chief Throneberry on parking issues.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that there are 6 new residents. She also reported that she will have a Christmas decoration meeting to determine what they will need for next year. She had nothing to report for Health and Fitness and stated there is one new plaque on order.
Community Events/Newsletter/Tree Board: Councilwoman Greer stated that the next newsletter deadline is February 23. She stated the two trees received from Ecotech were planted at Rudy and Regency. She reported that the Arbor Day celebration will be April 15 with children activities being planned.
Public Works: Councilman Phillips reported that Rudy II, the bear, will be lighted soon.
Police Liaison/Real Estate Signs: Councilwoman Rademaker read the report she had previously distributed. She stated that Graymoor/Devondale Police Department patrolled Windy Hills for 112.0 hours. 11.0 hours were spent on radar which resulted with No citations or warnings on Rudy Lane. Ambridge received 8.22 hours of radar time resulting in four warnings. An additional warning was issued at Indian Ridge and Brownsboro Rd. Parking warnings were given on Indian Ridge and Brookview and a citation issued on Bonfire. The report included a note from Officer Steve Jesse stating that all parking complaints had been followed up on and that for now the overnight parking situation has been generally cleaned up. (The Council members disagreed that the overnight parking issues had been cleared up, citing different examples). Police assisted metro with a trouble run on Deerfied, checked on a suspicious person on Rudy Lane and checked on suspicious vehicles on Ambridge and Kitty Hawk. All suspicions were unfounded. There was also a false alarm about an injured person on Pin Oak. The police did two business checks at Brownsboro Center, traffic control on Rudy Lane and Windsong, and house watches on Indian Ridge, Highfield, Crossgate, and Regency. An open garage door was noted on Ambridge. A person on Regency requested assistance with a scam artist and there was drug activity reported on Old Stone Lane.
Windy Hills Green/City Beautification: No Report.
UNFINISHED BUSINESS:
Website Update: Councilman Skelton stated the Council reviewed the final changes to the new website and will forward the changes to the webmaster. He is hoping to have the new website up and running within the next week or two. The Council decided to stay with .com instead of .gov due to the cost of changing.
Encroachment Resolution: Attorney Hodge, stated that he is working on the revised terms for the Encroachment Resolution and will have it at the March meeting.
Telecommunication Franchise Issues (Charter, Google, AT&T): Mayor Ising stated that the Jefferson County League of Cities will host a special meeting to discuss Franchise issues.
NEW BUSINESS:
Pay for Council and Mayor beginning 2019: Councilman Phillips stated the Council needs to decide if there is a need/desire to pay the Council members. Councilwomen Greer and Spencer stated they are not in favor of the Council being paid. Councilwoman Rademaker made a motion to pay the Council members $300 per month for a total of $3,600 annually. The motion was seconded by Councilman Skelton. After much discussion, Councilman Philips called the question, seconded by Councilwoman Davis. The motion failed by a vote of two Ayes – Councilwoman Rademaker and Councilman Skelton and four Nays – Councilwoman Davis, Councilwoman Greer, Councilman Phillips, and Councilwoman Spencer. After more discussion, Councilwoman Davis suggested the Council members be paid $100 per month for a total of $1,200 annually. Councilwoman Spencer made a motion to have Attorney Hodge read into record the 1st reading of Ordinance No. 3, Series 2017-2018 pertaining to providing compensation for the Elected Officials for the City of Windy Hills. The motion was seconded by Councilwoman Davis and passed with a vote of four Ayes – Councilwoman Davis, Councilwoman Greer, Councilman Phillips, and Councilwoman Spencer and two Nays – Councilwoman Rademaker and Councilman Skelton.
Contribution Request from Community Foundation ($5,000): Councilwoman Spencer made a motion for the City to contribute $2,000 to Light the Way Fund for financial assistance with setting up a Family Drug Treatment Court. The motion was seconded by Councilman Skelton. After much discussion, including a suggestion from Councilman Phillips to contribute $500 instead the motion passed with a vote of four Ayes – Councilwoman Davis, Councilwoman Greer, Councilman Skelton, and Councilwoman Spencer. There were two abstaining – Councilman Phillips and Councilwoman Rademaker.
Contribution Request from Senior Care Experts ($4,500): Councilman Skelton made a motion for the City to contribute $2,000 to Senior Care Experts and was seconded by Councilwoman Spencer. The motion passed unanimously.
ATTORNEY’S REPORT: No Report.
MAYOR’S REPORT: Mayor Ising reported receiving information regarding the Ohio River Sweep sponsored by MSD. It will be on June 16 from 9 to noon. He also stated he has prepared a packet of information for perspective Council members.
COMMents/Questions to the Council as a Whole: Kent Hall, an unopposed candidate running for Metro Council District 7 to replace Angela Leet, introduced himself to the Council and audience. He gave an overview of his qualifications.
Councilman Phillips moved to adjourn the meeting at 8:17 P.M., seconded by Councilwoman Greer and the motion passed unanimously.

MINUTES:
Councilwoman Greer moved to approve the minutes of the December 11, 2017 Council meeting; seconded by Councilman Skelton and approved unanimously.
FINANCIAL REPORTS, APPROVAL OF BILLS:
The financial reports for December, 2017 were moved for approval by Councilwoman Davis, seconded by Councilman Phillips and approved unanimously.
Councilwoman Davis moved to approve the December bills, totaling $49,667.17 and was seconded by Councilwoman Rademaker. The motion passed unanimously.
Jane Emke and David Hawpt – Contribution Request for a new Family Court:
Jane Emke, David Hawpt and Mike Schultz addressed the Council with a request for a contribution from the City to help fund Family Drug Court, a 501C3 agency. Their goal is $561,000 and have raised $340,000 to date. The money will be used to pay the two staff members and transportation for clients. The Judges volunteer their time. The court attempts to keep the family together with intensive mediation and counseling.
RESIDENTS’ COMMENTS/CONCERNS: Resident, Laura Trachtenberg addressed the Council with a speeding concern on Rudy Lane, stating she was passed by someone doing 70 mph.
COMMITTEE REPORTS:
Finance/Ordinances: Councilwoman Davis stated the Rental Ordinance is working well and recognized Steve Teaford for all the hard work he has done to implement the Ordinance.
Code Enforcement: Steve Teaford stated the inspections on the rental properties would begin the following week, weather permitting.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that there are 6 new residents. She also reported that the Christmas decorations were taken down in a timely manner and there is a request for 1 new plaque.
Community Events/Newsletter/Tree Board: Councilwoman Greer stated that the next Tree Board Meeting would be on January 9. She reported that they had no response to their letter to the residents on Clerkenwell inviting them to add trees to their yards. She also reported that Ward Wilson has resigned from the Tree Board and they will need to replace him. She also stated she had finished the Tree City Designation Application .
Public Works: Councilman Phillips stated that the Ambridge/Rudy Lane intersection had been repainted. He also reported that he is working on which City street signs need to be replaced and brought up to code for reflectivity.
Police Liaison/Real Estate Signs: Councilwoman Rademaker read the report she had previously distributed. She stated that Graymoor/Devondale Police Department patrolled Windy Hills for 101.4 hours. 8.43 hours of radar time was spent on Ambridge, resulting in two warnings. Rudy Lane received 2.14 hours of radar time, resulting in one citation. Parking citations were issued on Bonfire, Indian Ridge, Clerkenwell and Foeburn. Warnings were given on Regency and Indian Ridge. Two residences were on house watch. Officers did a wellness check on Merrifield – no problems. A resident had security footage of a suspicious vehicle on Tottenham, which the police followed up with increased patrols.
Windy Hills Green/City Beautification: No Report. Councilman Skelton made a motion to approve Brownsboro Lawn Care’s proposal for Landscaping services in the City in the amount of $5,850. The motion was seconded by Councilwoman Greer and approved unanimously.
UNFINISHED BUSINESS:
Website Update: Councilman Skelton suggested that the Council attend one of two sets of meetings (so a quorum would not be an issue) to review any changes to be made to the new website. There will be a meeting on Thursday at noon with Councilman Skelton and Councilwomen Davis and Spencer along with Clerk Moore. The other Council members would meet on Friday at 10:00.
Encroachment Resolution: Councilman Phillips stated that the City’s Encroachment Resolution will be enforced for any project, including all the Fiber Optic installations.
NEW BUSINESS:
Telecommunications Franchise Issues & Meeting with AT&T on Fiber Project: Councilman Phillips made a motion to hire Linda Ain for $300 per hour to write the agreements with the telecommunication companies. Councilwoman Davis seconded the motion and was approved unanimously. A letter of engagement will be signed and forwarded to Ms. Ain. Attorney Hodge reported that AT&T has filed the Encroachment Permit. He will circulate to the Council and Linda Ain.
Leadership Succession Planning: Mayor Ising stated that he would like the Council to develop a plan for succession as 2018 will be an election year for all the Council and Mayor positions.
2018 Opportunities for Goals and Plans: The filing date for running for Council or Mayor positions is in August. Mayor Ising asked the Council to consider their 2018 goals and plans for the City. Councilman Skelton suggested that the Council consider passing an Ordinance to pay the Council members and increase the Mayor’s salary – maybe $300/month for Council members. The Ordinance will need the first reading in March.
Lighting for Rudy: Councilman Phillips made a motion to light Rudy for a cost up to $3,092. The motion was seconded by Councilwoman Spencer. The motion passed with three “Ayes” ( Councilwomen Greer and Spencer and Councilman Phillips), there was one “Nay” (Councilman Skelton – prefers a flagpole) and 2 abstained (Councilwoman Rademaker and Councilwoman Davis). The Abstained votes go with the majority (Ayes).
Other: Councilman Skelton reported that sex offender has moved out of the Wexford Place Oxford House.
Councilman Phillips moved to ratify the erection of the No Parking signs from the sign to Westport Road. The motion was seconded by Councilwoman Davis and passed unanimously.
ATTORNEY’S REPORT: Attorney Hodge reported that he is working on a response to the Robert Nast email.
MAYOR’S REPORT: Mayor Ising reported that the JCLC will be having a Special Meeting on January 29th to discuss Google Fiber issues. The meeting is for elected and appointed members.

Councilwoman Greer moved to adjourn the meeting at 8:23 P.M., seconded by Councilman Phillips and the motion passed unanimously.
