The Council and Officers of the City of Windy Hills met at the Calvin Presbyterian Church, 2501 Rudy Lane, at 7:00 P.M. Mayor Ising called the meeting to order.

MINUTES:

Councilwoman Greer moved to approve the minutes of the June 12, 2017 Council meeting; seconded by Councilwoman Davis and approved unanimously.

FINANCIAL REPORTS, APPROVAL OF BILLS:

The financial reports for June, 2017 were moved for approval by Councilman Phillips, seconded by Councilwoman Rademaker and approved unanimously.

Councilwoman Rademaker moved to approve the June bills, totaling $60,527.58 and was seconded by Councilwoman Spencer. The motion passed unanimously.

RESIDENTS’ COMMENTS/CONCERNS: None

COMMITTEE REPORTS:

Finance/Ordinances: Councilwoman Davis reported that she and Steve Teaford are continuing to work on identifying all of the rental properties in the City. They have sent out 59 letters waiting for a response and have identified 39 rental properties so far.

Code Enforcement: Steve Teaford reported that he has two issues now open and asked if anyone had any questions from his report on Friday.

Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that the disaster booklets and map of the Green are completed. She had nothing to report for Health and Fitness. She also reported that there are 5 new residents and 1plaque for the Green in the works. Mayor Ising asked if the Green pamphlet that she prepared could be included in the Welcome to the City packets.

Community Events/Newsletter/Tree Board: Councilwoman Greer reported that the next newsletter deadline would be August 14. She also stated the 4th of July Picnic and Parade was a huge success and thanked resident, Martha Davis for her assistance with the Fairy Garden activity. She reported that the next Tree Board meeting would be on August 3.

Public Works: Councilman Phillips had nothing to report.

Police Liaison/Real Estate Signs: Councilwoman Rademaker reported that Graymoor-Devondale Police Department patrolled Windy Hills for 102 hours. 12.4 hours of radar time was spent on Ambridge resulting in one citation and 5 warnings. Rudy lane received 4.46 hours of radar time, resulting in one citation and 16 warnings. Three tickets were issued on Brownsboro Rd. at North Hubbards Ln and Indian Ridge. Two parking violations, a warning on Tottenham and a citation on Indian Ridge were issued. Metro police was called to deal with a large truck driving erratically on Rudy Ln.. Officers controlled traffic at the site of a downed tree on Two Springs Lane. Two calls were received regarding a suspected stalker on Regency. The house was put on House watch. A vacant house on Regency was also put on house watch due to suspicious activity. There were also houses on watch on Highfield, Indian Ridge and Windsong Place. Officers dispersed a large group of teenagers at a party on Kingslook Court. Kitty Hawk experienced both a fire and door to door solicitors. A suspicious person was seen on Highfield checking car doors. A vacant house on Rudy lane was broken into and the police was called to Kaelin over a property line/tree dispute.

Windy Hills Green/City Beautification: Councilman Skelton reported that the bear is in his driveway and stated an engineer and others would be there on Tuesday to assess the best base to support the bear on the Green. He also reported the Christmas tree was lit for Christmas in July to check the condition of the lights.

UNFINISHED BUSINESS:

Website Update: Councilman Skelton reported that the website committee would meet with the City of Prospect’s web designer for a presentation on what she could design for the City.

NEW BUSINESS

Good Neighbor Award: The Mayor reported that a Good Neighbor Recommendation had been submitted to the Council. Councilwoman Greer made a motion to approve the Good Neighbor Award and was seconded by Councilwoman Rademaker. The motion passed unanimously.

Other: Councilman Phillips stated that Waste Management has been gathering the resident’s trash along Old Stone and leaving it at the corner of Rudy Lane to pick up later. The reason for doing this is due to the overgrown trees along Old Stone. He recommended that Kentucky Tree be hired to trim the trees to open up the street making it possible for Waste Management to use their truck to go down the street. Councilman Skelton made a motion to hire Kentucky Tree for a sum not to exceed $3,500 to trim and clear Old Stone Lane. The motion was seconded by Councilwoman Spencer and passed unanimously.

ATTORNEY’S REPORT: Attorney Hodge advised the City to adopt a policy regarding information being requested from the City by a news entity following the Kentucky HB215 guidelines.

MAYOR’S REPORT: Mayor Ising stated he will be on Jury Duty from Monday July 17 for two weeks, possibly longer. He also reported the City received a $300 check from the Garden Club to replace a dead tree on Ambridge. He thanked all involved with the 4th of July Picnic and Parade – it was a huge success. He also reminded the Council to think about succession planning with only one and a half years to election and who might be a good candidate to replace any vacancies, if there are any. He stated he has had some preliminary discussions with two people who he thinks could make a good contribution to the City should there be any openings.. He also said he is not encouraging any of the Council to not run for office, but just be prepared if a position opened up.

Councilwoman Greer moved to adjourn the meeting at 7:40 P.M., seconded by Councilwoman Rademaker and the motion passed unanimously.
