Minutes of Regular Council Meeting
March 13, 2017

The Council and Officers of the City of Windy Hills met at the Sojourn Community Church, 2501 Rudy Lane, at 7:00 P.M.  Mayor Ising called the meeting to order.

MINUTES:

Councilwoman Greer moved to approve the minutes of the February 13, 2017 council meeting; seconded by Councilman Skelton and approved unanimously.

FINANCIAL REPORTS, APPROVAL OF BILLS:

The financial reports for February, 2017 were moved for approval by Councilwoman Rademaker seconded by Councilwoman Greer and approved unanimously.

Councilwoman Rademaker moved to approve the February bills, totaling $35,843.43 and was seconded by Councilwoman Greer.  The motion passed unanimously.

RESIDENTS’ COMMENTS/CONCERNS: None

COMMITTEE REPORTS:

Finance/Ordinances:  No Report.

Code Enforcement:  Code Enforcement Officer, Steve Teaford, stated he had delivered the February report and asked if there were any questions/comments.  There were none.  He also stated the two new Pod and Dumpster Ordinances would be addressed later in the meeting.

Community Caring/Health & Fitness/Welcome to Windy Hills:   Councilwoman Spencer stated there were 5 new residents.  She also reported that the “Mindful Eating with Anoosh and Staff” was held on Feb. 28 and well attended with 21 attendees.  Anoosh has increased the cost from $15 to $35 for any future sessions.  She also stated there are two new plaques on the Green – on for I G Spencer and one for Lynn Renau.

Community Events/Newsletter/Tree Board:  Councilwoman Greer reported that the Tree Board has agreed to pay 1/3 of the cost of tree pruning along Rudy Lane at Sojourn Community Church as long as Metro and SoJourn will contribute  1/3 each.  She also stated that Tree City USA lost the City’s application and has allowed the City to re-send it.  The Arbor Day celebration will be on April 23 from 3 p.m. to 5 p.m.

Public Works:  Councilman Phillips reported that a number of street signs have been installed. And that the street sign posts are being refurbished and will be completed shortly.  He also reported that he is working on the Garbage Contract.  He also stated that the City has received some grant monies to have the Ordinances Codified and is working on getting that accomplished.

Safety/Real Estate Signs:  Councilwoman Rademaker reported that the Graymoor/Devondale Police department patrolled 92.4 hours (and only charged for that amount of time) with 14 hours spent on radar (10 on Ambridge and 4 on Rudy), resulting in 5 warnings on Ambridge.  One citation was written on Rudy and one on Ambridge.  There was also a parking issue on Tottenham due to construction.  The church on Rudy had suspicious persons hanging around the playground and behind the church, and the alarm went off without being a problem.  Suspicious person were also reported on Windsong, Foeburn, and Indian Ridge.  An alarm also went off on Indian Ridge.  Loud music was reported on Wicklow, but was unfounded (an AA meeting was reported to be in session at the home).  Officers assisted other police at Rudy and Windsong, and dealt with solicitors on Fallgate.  One house watch on Highfield.  Police also dealt with a troubled teen on Windsong and brought in a social worker to talk with him.

Windy Hills Green/City Beautification:  Councilman Skelton reported that the mulch is in and the dead Arborvitaes at the Foeburn Signature Entrance have been replaced.  He also stated that there are  334 people signed up for the Reach Alert notifications.

UNFINISHED BUSINESS:

Pods and Dumpster Ordinances:  Councilwoman Greer made a motion to have Ordinance #8 pertaining to regulating Pods and temporary portable storage containers and Ordinance #9 pertaining to temporary refuse dumpsters read into the record.  The motion was seconded by Councilman Skelton and passed unanimously.  Attorney Hodge read Ordinance #8, Series 2016-2017 into record followed by Ordinance #9, Series 2016-2017.  No further action taken.

Waste Management Contract Expires June, 2017:  Councilman Skelton made a motion to publish the requests for Garbage Bids.  The motion was seconded by Councilwoman Rademaker and passed unanimously.

NEW BUSINESS

Pavers at Rudy Lane and Two Springs:  Attorney Hodge reported that he had walked the area to inspect both sites, stating that both sites lead to traffic situation that Metro would not approve.  He also stated that traffic is obscured and it is on the r-o-w which is the City’s responsibility and a liability issue.  Removal of the pavers and stepping stones is recommended and replace with foliage at the location that is directly across from Two Springs Lane.  Councilman Skelton made a motion to have the City take out the pavers, stepping stones, plant foliage in place of the stepping stones, and install a walk from Two Springs to the entrance to Regency at a cost not to exceed $3,000.  The motion was seconded by Councilwoman Greer and passed with a 3 Ayes and 2 Nays vote (Councilman Phillips and Councilwoman Rademaker were the nay votes).

Replacement Trees for Green:  Councilman Skelton reported that it was decided that the Maple Tree on the Green would stay for now, but plant 3 Juniper trees around it.  They are coming from Bowling Green and our landscaper, Adam Volgesang will prepare the soil for planting.

ATTORNEY’S REPORT:   No Report

MAYOR’S REPORT: Mayor Ising reported that a call was received from a resident that stated she saw a woman move into the Oxford House on Wicklow.  Attorney Hodge stated he will look up to see what would be the appropriate approach to take and get back with the City.  The Mayor also reported that the Mayor of Druid Hills had contacted him to get information about the Oxford House, as he has heard that there may be an Oxford rental house in their City as well.  The Mayor also informed the Council that the City of Woodlawn Park was doing trash control on their side of Westport Road from the Watterson to Walden School and asked if the City of Windy Hills would want to do the same on our City’s side of Westport Rd.  The Mayor reported that the Headmaster from Walden has invited the City to their Bike-in, like a drive-in on May 13.  He also stated he received a thank you note for the $2,500 the City donated in regards to the VA Hospital location.

COMMENTS/QUESTIONS TO THE COUNCIL AS A WHOLE:  Laura Trachtenburg, a resident, reported that there had been some teens running through the bushes and across Rudy Lane.  It was suggested that she report it to Graymoor/Devondale Police Dept. if happens again.

Councilman Phillips moved to adjourn the meeting at 7:56 P.M., seconded by Councilwoman Greer and the motion passed unanimously.
