Minutes of Regular Council Meeting

May 14, 2018

The Council and Officers of the City of Windy Hills met at the Sojourn Community Church, 2501 Rudy Lane, at 7:00 P.M.  Mayor Ising called the meeting to order.

MINUTES:

Councilwoman Greer moved to approve the minutes of the April 9, 2018 Council meeting; seconded by Councilman Phillips and approved unanimously.

FINANCIAL REPORTS, APPROVAL OF BILLS:

The financial reports for April, 2018 were moved for approval by Councilman Skelton, and seconded by Councilwoman Rademaker and approved unanimously.

Councilwoman  Davis moved to approve the April bills, totaling $142,378.40($100,000 of which was for a CD) and was seconded by Councilwoman Spencer.  The motion passed unanimously.

RESIDENTS’ COMMENTS/CONCERNS:  None

COMMITTEE REPORTS:

Finance/Ordinances:  Councilwoman Davis stated she will address the Budget details later in the meeting.

Code Enforcement:  Steve Teaford stated he will have a discussion with the City Attorney, Jim Hodge regarding Air B&B within the City.  He had no other updates to his report that was discussed at the Working Meeting.

Community Caring/Health & Fitness/Welcome to Windy Hills:   Councilwoman Spencer reported that there are 5 new residents.  She also reported that there is one new plaque and will need to talk with Mike Hayman as to what kind of tree will be planted.  She stated that she is working with Paula Barmore, from Anoosh Nosh on a possible Health and Fitness Event relating to Tai Chi on the Green as well as a possible art show.  She had nothing to report on Community Caring.

Community Events/Newsletter/Tree Board:   Councilwoman Greer reported that Arbor Day was postponed due to the weather and has been rescheduled to be held at the Ice Cream Social.  She also stated there will be a Tree Board meeting on June 7.  She reported the City Wide Yard Sale will be held on the following Saturday, May 19 and asked the City Clerk to send out a blast email to inform the residents that each participant will be responsible for placing balloons to direct to their house for the sale.

Public Works:  Councilman Phillips reported he will discuss paving later during the meeting.

Police Liaison/Real Estate Signs:  Councilwoman Rademaker read the report she had previously distributed.  She stated that Graymoor/Devondale Police Department patrolled Windy Hills for 112 hours. About 3 hours of radar time was spent on Ambridge, resulting in one citation and three warnings.  Rudy Lane received about 19.5 hours of radar time, resulting in five citations and eight warnings.  An additional citation was issued at Brownsboro and Antrim for an expired license plate..  Thirteen  parking citations were issued on Windsong, Windhurst, Chesham, Wicklow, Kitty Hawk, and Deerfield.  Four of them were for $15, seven were for $25 and two were for $50.  House watches include:  Indian Ridge, Highfield, Kingslook and Tottenham.  Two suspicious persons were reported, but were solicitors.  Two suspicious vehicles were also reported, but not found by police.  There was also a medical alert caused by a faulty device.

Windy Hills Green/City Beautification:  No report.

UNFINISHED BUSINESS:

Telecommunication Franchises:  Attorney Hodge stated that Metro is close to a resolution on this issue and we will wait to see what action they take

Recycling Update:  Councilman Phillips had passed around a Wall Street Journal article noting that right now there is not a big payoff for recycled materials and they end up in the dump.  Councilwoman Greer made a motion for the City to set up biweekly recycling for the entire City for a three month trial period.  The motion was seconded by Councilwoman Davis.  Councilman Phillips asked what parameters would be used to determine if the City would continue after the 3 month trial.  No one gave out specific parameters.  The motion passed with 5 Ayes and one No vote (Councilman Phillips).  Councilman Phillips will be the person for making the arrangements with Waste Management.

NEW BUSINESS:

First Reading of Ordinance 4, Series 2017/2018 Ad Valorem Taxes for 2018:  Councilwoman Greer made a motion to have Ordinance 4, Series 2017/2018 regarding the Ad Valorem Taxes for 2018 read into record.  Councilman Skelton seconded the motion and it passed unanimously.  City Clerk, Moore, read the summary of Ordinance 4, Series 2017/2018 into record.

First Reading of Ordinance 5, Series 2017/2018 Budget for 2018:  Councilwoman Greer made a motion to have Ordinance 5, Series 2017/2018 regarding the 2018 Budget read into record.  Councilwoman Rademaker seconded the motion and it passed unanimously.  Attorney Hodge read the summary of Ordinance 5, Series 2017/2018 into record.

Repaving 2018:  Councilman Phillips stated that $48,000 is budgeted for repaving.  He reported that the streets scheduled for repaving are in Coach Gate – Creighton Hill, Wellington Place and Chamberlain Hill.

Other:  Councilman Skelton suggested that an email blast be sent out to inform the residents of the recycling decision.

ATTORNEY’S REPORT:  Attorney Hodge reported that the latest COLA for administration is 2.1%.

MAYOR’S REPORT:  Mayor Ising stated he attended the Mayors’ advisory meeting at which the Westport Road traffic was discussed.  He also stated that the VA Hospital is still under consideration, but there is not a lot of hope for any changes.  He reported that Air B&B is big in the South end of town.  He also stated the there are 200 unfilled police positions, 8 new radar machines have been purchased and St. Matthews has a new EMS vehicle.  He reported that he and Councilman Phillips attend the Volunteers of America grand opening and there is a room dedicated to the City of Windy Hills for the donation the City made to them.

Comments/Questions to the Council as a Whole:  Allan Ware asked if anyone knew what the time frame is for the payoff of the new EMS vehicle and would there ever be a reduction or elimination of the tax for the vehicle.

Councilman Phillips moved to adjourn the meeting at 7:48 P.M., seconded by Councilwoman Greer and the motion passed unanimously.
