About the Council

The Windy Hills government is non-partisan and composed of a 6-Member Council presided over by a Mayor. Council members are elected every 2 years and the Mayor is elected every 4 years. All elections are held on the November election day of even years.

Meetings

The Council has an open Public Meeting at 7:00pm on the second Monday of the month at Sojourn Community Church East at 2501 Rudy Lane. Citizens may speak at these meetings at certain designated times. Our monthly calendar on this website will reflect any schedule or location changes. Agendas will be posted prior to the meeting.

In addition, there is an open Caucus Meeting held at 10:00am the Friday morning prior to the Monday meeting at the City offices in Summit Executive Suites. Upcoming City business is discussed but no votes are taken by the Council. Citizens may attend but are not allowed to speak unless permission is granted. Click here to view the agendas for the meetings.

Financials

The City operates on a fiscal year of July 1 to June 30. The City obtains the bulk of its operating funds through City property taxes and municipal insurance premium taxes. The State contributes to our Road fund for street maintenance and the City receives monies from other sources such as cable franchise fees and Rental Ordinance fees. Our budget is published on the City of Windy Hills website, click here for the Financials page. The City uses the property valuation set by the Metro Louisville Property Valuation Administration. If tax bills are paid by the stated deadline, the City offers a discount. The City’s tax rate is among the very lowest found in Jefferson County.

Candidacy

Any resident of Windy Hills may run for any City office and is highly encouraged to do so. You must file with Metro Louisville’s Election Commission to appear on the ballot in November. Please see http://elections.jeffersoncountyclerk.org/candidate-filing-info/ for proper filing requirements and deadlines.

The Mayor currently receives a $20,000 annual salary and each Councilperson is paid $100 per month for their services (paid quarterly).
