The minutes of October 2 were approved.
FINANCIAL REPORT: The Tree Account Balance is $1,425.00
The Arborist Account is $1,422.04
COUNCIL REPORT: The Council approved a Tree Lottery giving away 25 trees (male ginkho, oak, maple,
and/or tupelo with a limit of $12,500. The tree will be planted with consultation from Mike.
1026 postcards were sent to the residents. As of 11/06/14, 59 people had signed up. The deadline is
November 15.
After the drawing, an official will call residents and set up a series of multiple visitations on the same day
by Mike (preferably on Saturdays).
Glow on the Green will be on November 30 starting at 5:00
MIKE HAYMAN’S REPORT: Mike and Martha met with residents from Bentwood Place today. Residents
were seeking Mike’s advice about landscaping the entrance. The soil is not good. Mike recommended
at least one canopy tree on each side and possibly smaller ones to go along with the ,arge ones. He
advised them not to use shrubs. The Tree Board could put in the trees.
Mike is telling BUD that he is going to start phase one of the Westport-Foeburn project next week so
that BUD will take action. He hopes to have the red cedars in soon.
NEWLETTER: Terese is going to write about what the Tree Board is doing.
Lynn Renau discussed the issue of some of the larger trees in Windy Hills that could be perilous to
houses and people. She would like to encourage planting of smaller trees. This brought up a discussion
of possibly having residents voluntarily provide money with the assistance of the Council to hir~
Hazard Arborist assess the trees In the contributors’ yards. Mike is going to contact Andrea Ha’fQlon,
who has the certification. Kate will bring up the suggestion to the Council.
The Board voted to eliminate a December Board meeting.

WINDY HILLS TREE BOARD MINUTES, OCTOBER 2, 2014
A meeting of the Windy Hills Tree Board was held Thursday, October 2, 2014, at 7:00 P.M. at Calvin Presbyterian Church.
ATTENDEES: Amy Carter, Martha Davis (chair), Terese Fister, Kate Greer, Mike Hayman (arborist), Marcia Myers, and Cheri Silvey-Slusher.
Cathy Thompson has a painful bone disease and could not attend.
The September minutes were approved.
Financial Report> The Tree Boar Account has a balance of $15,610.27. The Arborist Account has a balance of $1,537.50. Terese suggested that the Residents’ Account be listed on a separate sheet. Name badges that are worn at Arbor Day are at Windy Hills office.
City Council Report: Kate is going to suggest to the Council that the arborvitae at the entrances to Chelsea and Highfield be replaced with canopy trees.
She also reminded the Board of Glow on the Green, November 30 .
Arborist’s Report: Mike introduced a landscape plan for Foeburn and Westport Road after he met with L G & E Arboist Tammy Eifert at the site. There would be Yellow Zelkovas, clumps of red cedars (both which could grow in the poor soil there), yellow red buds, red cedars, and a male gingho. All of these plants would be on the right of way. Martha made the motion to go forward with it, starting this fall.
Cheri seconded it. The motion passed unanimously.
Kate will give a short summary of this to the Council.
Tree Lottery proposal: It was suggested that the lottery allow the winning homeowner be allowed to plant the tree anywhere on the property. Kate will report this to the Council.
Neighborhood Associations: Martha suggested that Tree Board members visit these groups to encourage tree planting. Bentwood Place is working with Lawnco to redesign their entrance.

A meeting of the Windy Hills Tree Board was held on Thursday, June 5, 2014, 7:00 P.M. at Calvin Presbyterian Church, 2501 Rudy Lane.

Minutes: The minutes of the meeting held on May 8, 2014 were approved.
Financial Report: Information was not available from the City’s office in order to prepare the report.
Chairperson Report: Board member, John Hancock, has resigned due to an out of town work
assignment. We appreciate John’s input and help in the time he was able to serve.
Nominations for filling two board positions was discussed. Martha will contact those mentioned.
The Windy Hills Ice Cream Social will be held on The Green on Sunday, September 22. Scenic
Kentucky will make their presentation at this event.
Arborist Report: Mike reported that the 11 redbuds planted on The Green were lost this winter. They
will be replanted sometime between the Fall-March. The new curb-cut is almost finished. The new
irrigation system should ready in 1-2 weeks. All the new trees on The Green need watering now since
we have not had sufficient rain fall recently. Mike recommends that Lawnco water now while the
irrigation is being installed. Martha will contact the Mayor with Mike’s recommendation.
The three crape myrtles at the Westport Road and Foebum entrance were also lost this winter and will
be replaced by The Plant Kingdom under their one year planting guarantee policy.
Mike has staked out six locations for trees along Westport Road near Foeburn and will contact BUD.
He will continue to search for good trees for that difficult location.
Work Plan 2014-15: The draft was reviewed and approved as amended to be submitted to the Mayor
and City Council for their approval.
Newsletter: Terese will be able to use information from the Arbor Day Foundation newsletters as a
reliable source for our articles and city wide email blasts while acknowledging the Arbor Day
Foundation.
Tree City USA: The large reflective metal street signs that the Arbor Day Foundation provided have
been returned to them because we will not be using them. Another design is being cosidered.

May 8, 2014
A meeting of the Windy Hills Tree Board was held on Thursday, May 8, 2014, 7:00 P.M. at Calvin Presbyterian Church, Rudy Lane.

Minutes: The minutes of the meeting held on April 3, 2014 were approved.
Financial Report: Tree Board account: $6,903.51
Arborist account: $2,481.75
Arborist Report: Eight of the eleven redbud trees planted on the Green have not leafed out. Mike will contact River Farm nursery in Goshen for possible replacement in the Fall.
Mike learned from Steve Kemp, the horticulturist for the KY Highway Department, that trees can be planted 30 feet off the roadway on Westport Road between Ambridge and Foeburn. Mike knows that the soil is poor and that there are underground utilities. He will suggest what species of trees would be best for this location.
Since the irrigation system for Windy Hills Green will not be installed immediately, Mike recommended that the City contract with Lawnco to water the newly planted trees on the Green. Cheryl will take this suggestion to the WH Council meeting for consideration.
Work Plan and Budget for FY2014-15: The work plan for 2014-15 is in the process of being developed, with the main thrust being the planting of trees on Westport Road from Ambridge to Foeburn, and a new tree to be planted in the side yard of Indian Ridge Road at Brownsboro Road.
4326 Rudy Lane Report: Charles Heuke is the homeowner and his daughter is Debbie Archer. Discussion was held regarding this vine-covered tree and what action, if any, the Tree Board should take.
Tree City USA: The signs provided by the Arbor Day Foundation will not be used. Two signs designed by Eagle Sign will be installed at the City’s entrance on Brownsboro Road near the Summit office buildings and on Rudy Lane. The signs will be similar to the “City of Windy Hills” signs.

Financial Disclosure Forms: All forms, except for one, have been filed with the City of Windy Hills.
City Council Report: Mike Smiley, landscape architect for Windy Hills Green, died recently. The Tree Board would like to memorialize him with a plaque or tree planted on the Green.
Two new trees were planted on Highfield from the Resident Tree Program.
Benches have been selected and ordered for Windy Hills Green.
Invitations to Arbor Day were sent to the donors of trees on the Green, Mayor Greg Fischer, Metro Councilman Ken Fleming, Henry Heuser and Katie Schneider, co-chairs of the Louisville Metro Tree Commission, Martha Elson of the Courier-Journal.
The Tree Board recommends that trash cans be placed on the Green, but not near the benches.

Arbor Day: Amy Carter is chairing our Second Annual Arbor Day to be held on Sunday, April 13, 2014 at 3:00 p.m. Yard signs, street banners and an e-mail blast will go out on April 7, 2014. Enlarged photos of “Wild Fire” Black Gum trees in two seasons will be displayed at the registration table. Written descriptions of the trees and planting instructions will also be available at the registration table.
4326 Rudy Lane: John Hancock will continue to personally contact the homeowner and get a response and will follow up with City Call 311 and the Louisville Metro Arborist.

Minutes: The minutes of the meeting held on February 6, 2014 were approved.
Financial Report: Allan and Roy submitted the following financial information for the Tree Board account and the Arborist account: Tree Board account – $6996.28 and Arborist account – $2833.25.
The format for reporting our finances was discussed based on information from the City of Windy Hills clerk and the software Roy will be using.
Financial Disclosure Forms: Individuals are to fill out the forms and return to the city office as soon as possible as required by the State.
City Council Report: Martha reported the Mayor and City Council approved the appointment of John Hancock and Roy Robinson to the Tree Board after the second reading of the change in the Tree BoardOrdinance.
Arborist’s Report: Mike Hayman has submitted an article for the Windy Hills Newsletter titled ‘Vision for the Windy Hills Green.’ He has the ten “Wildfire” Black Gum trees for Arbor Day that have been repotted and are at Whitehall.
Arbor Day: Arny reported meeting with Patsy Wiggins, coordinator for the Windy Hills Garden Club, to cover details of their involvement. T-shirts for Amy, John and Roy have been ordered as well as correct name badges for John and Roy. Jobs for board members will be assigned at theApril meeting.
Tree Board members will take part in the Metro-wide Brightside Clean-up on Saturday, April 12, 9:00 a.m., meeting at the Brownsboro Shopping Center. We will clean up the Green in preparation of our Arbor Day Celebration. Board members and Garden Club members are asked to bring cookies to Arbor Day.
4326 Rudy Lane: incorrectly listed as 4324 Rudy Lane on the agenda John will continue to look into and follow up on this vine-covered tree and who are the responsible parties.
Other: It was suggested the Tree Board send out timely tree related information from the City of Windy Hills via their email list, “Tree Tips”. Also ask for residents’suggestions for planting trees in the Right-of-Ways in Windy Hills.

City Council Report: The first reading of a change to the Tree Board Ordinance was made at the January 13 City Council meeting and the second reading will take place at the City Council meeting on February 10, 2014. After approval of the second reading by the Mayor and Council, the Tree Board will nominate John Hancock and Roy Robinson to serve 3-year terms on the Tree Board and will recommend approval of this nomination by the Mayor and City Council.

Arborist Report: Mike has 19 new trees to be planted on the Green when the weather breaks. A short description and picture of the mature trees that are planted and that are being planted could be posted on the City’s website for better recognition of what is changing the landscape of the Green.
Tree City USA Application: Dan reported that our application has been approved for Tree City U.S.A. designation. He will call Scott with the KY Division of Forestry to determine when the plaque/certificate will be received from the Tree City U.S.A. Foundation.
Arbor Day: Agreement was reached to have only interested residents register for the drawing of ten trees, perhaps a “Wild Fire” Black Gum. For the best possible survival rate, the trees would be planted by experienced people with the help of the homeowner. A tree guard would be included. Registration for all adult attendees would be for a door prize drawing for a pair of pruners. Seed packets would be given to the children attending.
Job List: Terese will handle publicity including articles for the newsletter, city-wide e-mail blast from the City’s office, website additions and more as needed.
After official appointment, Roy will prepare the financial tracking and reporting, and John will follow up on the status of the tree in the right-of-way at 4326 Rudy Lane.
Other: Councilman Jim Ising proposed a buffer of trees shielding the Watterson Expressway wall from homeowners’ view along their rear property lines. Mike and Caroline made several tree suggestions that homeowners could consider with serious consideration of the environmental growing conditions. Perhaps Mike Smiley, landscape architect and Windy Hills resident would do a CAD rendering as an example as to how it would look in the future. The Tree Board recommends to the City Council that there be a strong buy-in by the homeowners. Dan will check out grants that might be applied for the buffer tree proposal.

City Council Report: An Autumn Blaze Maple tree donated by Eco-Tech at the Jefferson County League of Cities meeting in December was planted in the side yard of 2515 Windy Way. Over $18,000 in donations has been received for the $5,000 matching grant which will be used for benches, the planting of trees, etc. for Windy Hills Green.
Arborist Report: Mike Hayman was absent but sent an e-mail to Martha listing the species of trees planted on Windy Hills Green.
Tree City USA Application: Due to Dan’s absence, there was not a report on the status of the application.

Nominating Committee: The Tree Board recommends Terese Fister and Bob Schulz to fill three-year terms. This recommendation will be given to the Mayor and the City Council for approval. There are several other residents who are interested in serving on the Tree Board.
Ordinance Change: 3. TREE BOARD
a. Establishment
There is hereby established a Tree Board for the City of Windy Hills, which shall consist of up to seven voting members who are citizens and residents of this city, and a non-voting member who is a member of the City Council. The members shall be appointed by the Mayor with the approval of the City Council. Members of the board shall serve without compensation.
The revision of this section of the Ordinance will be presented to the City Council for its approval and reading at the January 13, 2014 meeting.
Arbor Day: Amy will chair the Arbor Day event on Sunday, April 13, 2014. The educational component will be a tour of Windy Hills Green led by Mike Hayman. It was suggested that pictures of the Arbor Day trees that were given away last year be taken and put on a poster board at Arbor Day. It was also suggested and discussed that instead of giving away 20 trees, that it may be better to give away 10 trees with tree guards and plant them for the homeowner.
Other: Discussion was held regarding the vine-covered tree at 4326 Rudy Lane, on the right of way. Martha contacted Metro Arborist Mark White last year to take a look at it, case #420 4126, but we need to find out if it is considered “hazardous” before we can take further steps. Also, the LG&E arborist, Tammy Eifer will be notified because the vines are on the power lines.
Increasing the tree canopy at the rear of the houses backed up to the expressway was discussed. There are approximately 20-25 homes which could use a buffer

from the expressway noise. Once the houses are identified, Mike Hayman could advise what trees would be best for each site; three to four choices of kinds of
trees would be presented to the homeowners and the City would pay one-half of the cost of the trees and plantings.

A meeting of the Windy Hills Tree Board was held on Thursday, February 7, 2013, 4:00 P.M. at Eclipse Bank, 3827 Shelbyville Road.

Welcome: Martha opened the meeting with a welcome and thanks to Eclipse Bank for making their conference room available to us. Agendas were distributed.
Approval of Minutes: The minutes of the meeting held on January 4, 2012 were approved as written.
Budget Until 6-30-13: The line item of $5,000 for the Tree Board in the City of Windy Hills budget was acknowledged.
Replacement of Board Member: Candidates to fill the vacancy of Audrey Larkin were interviewed and provided with copies of the Tree Ordinance. Four residents expressed interest in joining the Tree Board. Leland Kessler, a new resident of Windy Hills and who lives on Rudy Lane, was nominated and will be recommended to Mayor Phillips for appointment with the approval of the Windy Hills Council. His term will be for one year and will commence upon appointment. Cheryl suggested that a procedure be put into place to cover future vacancies on the Board. It was suggested that a questionnaire for future candidates be developed. Cheryl will create a questionnaire similar to the original one used when seeking volunteers for the Tree Board and will bring before the Board for approval.
Arbor Day Update: Arbor Day will be held on Sunday, April 7, 2013, 3:00 P.M. on Windy Hills Green.
Cheryl will price a banner to be placed on the Green advertising Arbor Day. The Spring newsletter and blast e-mails to all residents will notify residents of the event and the free tree give-away.
A “historic” signature tree will be identified by Lynn and Mike and twenty, five-gallon trees will be given away through a drawing to Windy Hills residents who are present at the event.
Terese will contact Forest Keeling or Woody Warehouse to find the best price and shipping of the trees.
Terese will contact Robert Rollins, of Greenhaven, and ask him to demonstrate the proper planting of a tree. One of the “historic” signature trees will be planted on the Green.
Mike will price tree guards to be given away with each tree.
Cheryl will prepare the wording of a proclamation for the Mayor to read at Arbor Day.
Martha will ask Audrey Larkin and Lauri Holder to be in charge of refreshments for the event.
Educational hand-outs will be given with each tree, possibly stating “Windy Hills, A City of Historic Trees”.
Update and Follow Up: The tree on Windsong Way that should be removed is the property of the residents of 6100 Windrow Place as identified by Bob Rosenbaum. This situation is addressed in 6B of the Tree Ordinance. A form letter will be created to send to the resident and for future use. A tree at 4324 Rudy Lane was inspected by Mark White, Louisville Metro Arborist, and he sent a letter to the owners on January 22, 2013. The residents have ten days to call with questions and 30 days to remedy the situation. The tree is covered with heavy vines which is addressed in 8C of the Tree Ordinance. Again a form letter will be created to send to residents pertaining to remedying this. Terese suggested that a section of the Tree ordinance be published in our quarterly newsletters pertinent to the responsibilities of homeowners.
Beautification Locations A map of the City of Windy Hills was distributed.
Lynn was authorized to purchase a current LOGIC map for our future use in determining where and what kind of trees to plant.
It was suggested that the eight homeowners on Ambridge who chose not to have a tree planted on their property be given a second chance so that Ambridge will have a full tree canopy.
We will have a brainstorming session at our next meeting to determine priorities and focus for the year.
