CITY PAID RECYCLING – The council did not believe the expense would be justified based on projected participation rates provided by Waste Management. Weekly recycling, however, is available on a subscription basis thru Waste Management at 966-0117. The other option is taking your recycle to the Metro Public Works Yard on Hubbards Lane near Brownsboro Rd. It is open Tuesday through Saturday 10am – 5pm and you won’t have to leave your auto.

ALLEN PROPERTY - In response to resident’s concerns about the “Allen Property”, Mayor Phillips, Council persons Ising and Spencer met with Todd Allen on May 4, 2009. Several options were discussed that might allow the City of Windy Hills to use the property at the corner of Rudy Lane and Brownsboro Road.
The discussions included:
- Sale of the real estate package which is governed by deed restrictions which permit only two residences on the property to Windy Hills for over $1 Million.
- A Lease which would allow maintenance by the City and limited use of all or a portion of the package.
- Purcahse of a portion of the property is not possible, and lease of a portion of the property is also not possible.
At this time there are no recommendations for action, but hope to install an entrance/identity sign at Rudy/Brownsboro Lane. The Council will continue to explore workable options for this corner and will report their findings.

ENTRANCES/IDENTITY/BRANDING - We have been turned down by property owners to add signature entrances at two of the three major entrances to our City (Brownsboro & Rudy and Brownsboro & Hubbards Lane). We know this will be disappointing to our many residents who requested signature entrances at the Town Hall meeting and from the Strategic Planning questionnaire sent to each home last year. We will however, continue to investigate and evaluate signage for entrances along Westport Road once construction is complete.
On a positive note, the City Council approved banners for the intersections along Brownsboro Road. These banners will help identify our City and support our branding efforts. If the banners are widely accepted by our community we will evaluate adding banners to other major roads within the City.

MORE POLICE PATROLS/SAFETY - Graymoor-Devondale Police Department was hired to supplement the police protection that Metro government provides. There is no urgent need for further action at this time, but once the Westport Road/Watterson Expressway exchange is opne there may be a need to reevaluate the needs at that time.

MORE SIDEWALKS - Since our Strategic Plan was finalized last year, the City has built a section of sidewalk on Hubbards Lane. St. Matthews has agreed to continue the sidewalk to Rudy Lane. In 2010 METRO will complete the Hubbards lane sidewalk to Coach Gate Wynde. The construction of the Rudy Lane sidewalk in 2004 was the catalyst for the City to build sidewalks, and by the end of 2010 we should have sidewalks around the parameter of the City for our citizen’s safety, health and pleasure.

SOUND BARRIERS ON WATTERSON EXPRESSWAY – This is a joint Federal/State project and we have requested the barrier on the west side be extended to the Brownsboro Shopping Center property. In as much as the City does not have authority on this extension we will continue to stay abreast of the plans and try to influence the State for the extension. (Update 1/26/2010) There were insufficient funds in the Westport Road Interchange Project to extend the sound barrier beyond the original plan of the south end of the Calvin Presbyterian Church Property. this is 1522 Ft. short of the east side. Rep. Scott Brinkman wrote Rep. Sannie Overly, Chair of the Budget Review Subcommittee on Transportation of the House Appropriations and Review Committee, requesting a new sound barrier wall on the west side of I-264 from mp 21.4 to mp 21.9 in the Six-Year Road Plan for the next biennial budget. The City has also wrote Rep. Overly on Jan. 19, 2010 making this same request. We have had no response.

COMMUNITY CENTER/POOL - Interest sheets will be passed out at the 4th of July picnic to see what kind of interest there is in a Community Center. Calvin Presbyterian Church will then be contacted to see if their facility would be available for use as a Community Center for some events. There is no place for a Community pool.

MORE NEIGHBORHOOD EVENTS - the events the City currently sponsors have been reserved for 2010. The Tree Program is looking into putting trees between the sidewalks and street on Ambridge.

LEAF PICKUP SIMILAR TO ST. MATTHEWS – There was one request for this proposal under which residents would rake their leaves to the curb to be vacuumed into an enclosed vehicle. The council did not like the idea of leaves sitting at the curb for weeks, and in view of the fact Waste Management will take 12-15 cans/bags per week as part of our contract, this suggestion was rejected.

CITY PAID HOUSE NUMBERS – The Council did not believe this is a City responsibility but we would like to remind you that all residential and commercial property shall conspicuously display an appropriate street address. Numbers must be clearly visible to vehicles traveling in either direction on the nearest fronting road. The numbers should be standard Arabic at least four inches in height (numbers shall not be written out) and in a color distinguishable from its background. If the numbers are affixed to a mailbox on the fronting road, they shall be a minimum of three inches high. A visible street address will help your guests, delivery and service people and emergency vehicles locate your house.

STANDARDIZE/ELIMINATE PAPER BOXES - The City of Cross Gate with 96 homes offered a City paid program but a small number of homes still chose not to participate. Duggins Co., did the work of removing the old boxes and installing the new ones at a cost of $170 per house. Using the Waste Managment count of 874 homes and $170 per home the cost to the City would be $148,580. With this information the Council decided in May, 2009, not to take an action.

PARKING ON STREET – The Council thought our current parking restrictions should be retained for security reasons. There is no parking between 2:00 a.m. and 5:00 a.m. except for a 10 minute period.

ELIMINATE BIKE TRAFFIC/BIKE LANES - although bike traffic is difficult to deal with on Rudy Lane, it is legal. Rudy Lane is not wide enough to add a bike lane. Everyone will have to be patient and think Safety First when dealing with the bike riders within the City limits.

COMMUNITY PHONE BOOK - A few City Clerks from other small cities have been contacted. Some of the concerns that were made are the privacy issues and the amount of time and expense to keep current. Since only two people of 300 responding were interested, the phone book will not be implemented.

JUNK PICKUP – After consideration the Council decided to continue our current arrangement with Waste management. Junk pickup can be scheduled by calling 966-0117. Depending on the amount there may be a charge. (See the enclosed “Special Section – Garbage Contract” for more information.)
