MINUTES December 3, 2015
A meeting of the Windy Hills Tree Board was held on Thursday, December 3, 2015, 7:00 P.M. at Calvin Presbyterian Church, 2501 Rudy Lane.
Members present were: Martha Davis, Chair, Marcia Myers, Cheri Silvey-Slusher, Cathy Thompson, Jodi Smiley, and new member Ward Wilson. Also present were City Council Representative Kate Greer and Certified Arborist Mike Hayman.
New member Ward Wilson was welcomed and introductions were made.
Minutes: Minutes from November 5, 2015 were approved with one change to clarify that Mike Hayman will remain in his role as arborist for the Windy Hills Green.

LawnCo invoice for tree watering was paid.
Projects proceeding well (see below).
City of Windy Hills Report: – Kate Greer
No report since Council has not yet met for this month.
February 26th is the deadline for the next newsletter.
Arborist Report: – Mike Hayman
Rudy Lane trees have been dug and are ready for planting by mid-December.
Bentwood Place Court – dogwood may be replaced with a redbud.
On The Green – Two declining water maples were removed from the Green and will be replaced by Wireless Zelkovas, horizontal growing trees.
Ambridge Drive maintenance project not yet complete.
Updates on Work Plan Projects: –
Indian Ridge Road, Kitty Hawk Way, and Bon Fire Way project proceeding rapidly. Andy Smart from the Plant Kingdom has called those who have asked for trees, met with some and inserted stake markers. Planting scheduled within this week. E-mail addresses will be gathered from residents receiving trees in order for timely tree care reminders to be sent to them during the next year.
LG&E Plant for the Planet Grant: Cheri Silvey-Slusher and Kate Greer completed the 30 page grant application, mailing it on November 24 to meet the December 1st deadline. Jodi Smiley’s tree map of Windy Hills, the Master Tree list and photos were elements of the applications. Awards will be announced in March. If the grant is received, funds will be freed up to allow the WHTB to increase spending on the maintenance of trees and move up new areas of The Work Plan.
New Leadership and Responsibilities: – Cheri Silvey-Slusher accepted the nomination as Chair of the Windy Hills Tree Board for the next year and was approved unanimously by board members. Other responsibilities will be shared. Outgoing Chair Martha Davis will work with Cathy Thompson on the Tree City USA application. Cathy Thompson will lead Arbor Day celebrations. Amy Carter will continue as liaison with LawnCo. New member Shaun Danahy will maintain financial records and provide reports. Marcia Myers will continue as WHTB secretary.
The commitment and contributions of Mike Hayman, Arborist, and Martha Davis, outgoing Chair, were celebrated as they complete their service.
The next meeting will be Thursday, January 7th at 7:00 p.m.

MINUTES November 5, 2015
A meeting of the Windy Hills Tree Board was held on Thursday, November 5, 2015, 7:00 P.M. at Calvin Presbyterian Church, 2501 Rudy Lane.
Members present were: Martha Davis, Chair, Amy Carter, Marcia Myers, Cheri Silvey-Slusher, and Jodi Smiley. Also present were City Council Representative Kate Greer and Certified Arborist Mike Hayman.

34 letters were sent to residents in the targeted right-of-ways areas of Indian Ridge Road, Kitty Hawk Way, and Bon Fire Way inviting them to apply for new trees. 10 residents responded. Board members unanimously approved the inclusion of the 10th application which came shortly after the deadline.
The viburnum on the Windy Hills Green has been cleaned up.
City of Windy Hills Report: – Kate Greer
The city has asked Mike Hayman to look at the trees on Ambridge and bill the city. The WHTB will assume responsibility for the Ambridge trees in 3 years (2018).
Arborist Report: – Mike Hayman
Someone has planted three Sweet Bay magnolia trees on Westport Road at the Foeburn Lane entrance. This is a concern as the trees are not part of the design and may not meet Ky Highway Department concerns.
Mike has resigned from his duties as arborist for the city at year end in order to give more time as a volunteer for Trees Louisville, an innovative effort to provide trees throughout the city of Louisville. He will remain as arborist for The Windy Hills Green.
5 trees (all Tupelos and Gingkoes) have been chosen and reserved for the Rudy Lane portion of the 2015 Work Plan. They will be planted by mid-December.
Mike will follow up with the HomeOwners Assoc. leaders of Bentwood Place Court to complete that project.
Membership: – There will be one opening on the board due to Martha Davis’ completion of her term. Terese Fister has also tendered her resignation due to health concerns. This leaves one 3 year term and one 1 year term to be filled. The board discussed each of the persons who responded to the invitation for applicants. Members unanimously approved Shaun Danahy and Ward Wilson as the nominees for the 3 and 1 year terms respectively beginning January 1, 2016. Martha Davis will contact them and the names will be submitted to the council for approval. Other applicants will be notified and thanked for their willingness to serve.
Open Arborist Role and Work Plan Projects: – Caroline Westfall has been approached to be retained to work with the WHTB. She is a Certified Arborist who works for Greenhaven Tree Care and has worked for the City of Windy Hills before. The board will recommend Caroline be appointed by the city council to be the tree board’s arborist. Because of previous commitments, she feels she cannot commit to the ongoing Indian Ridge Road area fall planting.
In light of that, the board unanimously agreed to contract with The Plant Kingdom for their certified arborist Andy Smart to work with residents on the selection and planting of trees on Indian Ridge Road, Kitty Hawk Way, and Bon Fire Way. The expense limit for each property is $300 including the arborist’s time, tree selection and planting costs.
Plant for the Planet Grant: – The board unanimously approved a decision to apply for the LG&E grant. The deadline is December 1, 2015. Cheri and Kate will write the grant proposal.
Amy Carter will contact Terese Fister and be in touch with LawnCo as liaison from the board for their ongoing services.
Martha Davis agreed to be responsible for the Tree City USA application.
Marcia Myers agreed to maintain the Master Tree List.

A meeting of the Windy Hills Tree Board was held on Thursday, October 1, 2015, 7:00 P.M. at Calvin Presbyterian Church, 2501 Rudy Lane.
Members present were: Martha Davis, Chair, Terese Fister, Marcia Myers, Cheri Silvey-Slusher, and Jodi Smiley. Also present was City Council Representative Kate Greer. Mike Hayman, Certified Arborist was not able to be present.

Board members are asked to wear their WHTB shirts and name badges for the Windy Hills Ice Cream Social on Sunday, October 11, 2015 from 2-4 p.m.
The Windy Hills Office will be asked to send an e-mail to all residents inviting applications for the membership vacancy coming at year end with the end of Chair Martha Davis’ term. Nominations are to be submitted in November for Council approval in December.
City of Windy Hills Report: – Kate Greer
The City prefers to hire City Arborist Mike Hayman to assess the trees on Ambridge Road and then contract with The Plant Kingdom for their care. Hereafter the responsibility to assess and care for trees planted by the city on Ambridge Road will be delegated to the Tree Board as requested by the Council. Kate will ask that the mayor send a letter to Chair Martha Davis to this effect.
Kate reported that as a result of the recent newsletter article, some residents have called to add trees to the list of trees planted in the city.
Arborist Report: – Mike Hayman
Mike is meeting this weekend with the five Rudy Lane homeowners who have requested trees as part of the Tree Board’s Rudy Lane re-canopy project.
2015-16 Work Plan
Members Jodi Smiley and Kate Greer reported on efforts to identify other areas of the city in need of canopy trees. Jodi shared a color-coded map she had prepared which helped the Board identify areas in the north end of the city for work this fall and in 2016. The board members unanimously agreed to send letters of invitation to residents on Indian Ridge, Kitty Hawk, and Bonfire Roads where the need for canopy trees in the right-of-way has been identified. Similar areas of Wexford Place will be targeted in 2016.
Jodi agreed to obtain the house numbers for properties needing trees. Kate Greer will work with the city office to identify resident-owned (non-rental) properties, and Marcia will prepare the letters for mailing.

The Tree Board Work Plan was approved by Council on 8-10-15.
The City has agreed to assess and care for the Ambridge Road trees.
The Master Tree List now contains over 300 trees that have been planted in Windy Hills.
City of Windy Hills Report: – Kate Greer
The Code Enforcement Officer has resigned. Steve Teaford has been approved for the job.
The City will sponsor an Ice Cream Social on Sunday, October 11, 2015 3-5 p.m.
A finer grade of mulch has been placed on The Green path.
Some trees planted by the City on Westport Road have been lost and will be replaced.
Arborist Report: – Mike Hayman
Mike is working on trees for Rudy Lane canopy restoration and trees for the entrance to Bentwood Place. Trees are in short supply. Mike has identified and held 10 rare double-flowered redbud trees “Pink Pom-Poms” to be planted in Windy Hills as appropriate.
Mike shared the Richlawn City Beautification Ordinance for the information of members.
2015-16 Work Plan Update –
A letter was sent to 25 Rudy Lane residents inviting them to participate in the canopy restoration project. There were 5 positive responses by the September 10, 2015 deadline.
By unanimous vote, the Tree Board agreed to extend the 2015 canopy renewal project until fall planting time (as determined by Arborist Mike Hayman). Tree Board members will identify areas of need and communicate with Chair Martha Davis who will send a letter to residents in that area inviting them to participate by receiving a tree and committing to care for it.
WHTB 2016 -In light of the end-of-year member rotation and her departure from the Board at that time, Chair Martha Davis asked members to consider membership and leadership needs for 2016.
New Business – An idea was proposed for consideration that some trees planted by the Board’s efforts near the loop sidewalk be labeled for the education and enjoyment of residents as they walk. The idea was tabled for further thought.

Kate Greer has prepared a display and informational handout about the Emerald Ash Bore.
Tree Board members are asked to wear WHTB identification and assist with the informational table as needed if they are not otherwise committed during the July 4th event.
2015-2016 Tree Board Work Plan: (attached below)
Work Plan was reviewed and discussed. Cheri Silvey-Slusher moved and Terese Fister seconded approval of the plan to be submitted to the Mayor and City Council. The motion was approved unanimously.
Other: – It was noted that some of the trees planted by the city on Ambridge have been recently topped. The city code enforcer will be asked to contact the responsible resident and work out a solution (either treatment or replacement). Mike Hayman will evaluate the damage to determine whether the trees can be saved.
Board unanimously voted not to meet in August and to move the September meeting.

Recommendations to the Mayor and City Council for further enrichment/enhancement of The Windy Hills Green:
Continue to have Windy Hills arborist evaluate maintenance needs.
Remove large viburnum shrubs. No new plantings added there.
Also recommended actions to be taken by the Mayor and City Council:
Have The Plant Kingdom evaluate the condition of the trees along Ambridge Drive and do needed and necessary maintenance, i.e. prune, limb-up lower branches, remove trees in poor or unhealthy condition, remove suckers, etc. (The Plant Kingdom and a City Council Committee developed the original plan and had TPK do the installation. Homeowners agreed to have the trees and would water, mulch, and not damage the trees in front of their house.)
After The Plant Kingdom’s work is complete, have Adam Voglesang apply Round-Up in a two (2) foot area out from the tree trunk to kill the grass before adding mulch.

A meeting of the Windy Hills Tree Board was held on Thursday, May 7, 2015, 7:00 P.M. at Calvin Presbyterian Church, 2501 Rudy Lane.
Members present were: Martha Davis, Chair, Amy Carter, Marcia Myers, Cheri Silvey-Slusher, and Cathy Thompson. Terese Fister and Jodi Smiley were absent. Also present were Mike Hayman, Certified Arborist and City Council Representative Kate Greer.

The Board decided that its summer meeting schedule will be not to meet in June or August. The next meeting will be Thursday, July 2nd in order to prepare for Tree Board activities during the July 4th celebration.
The “E-Arbor Day” was evaluated positively with the rain plan executed well and trees distributed on Sunday, April 26th. In light of the washed out Arbor Day Event, the Board decided to offer an educational component to the Windy Hills July 4th event in order to qualify for Tree City USA 2015. Since the Emerald Ash Borer is a concern in our region (now attacking lilac shrubs and fringe trees), a poster and educational pieces will be made available on how to prevent and treat this pest.
City Of Windy Hills Report – Kate Greer reported that the City Council is finalizing the addition to Tree Board Ordinance which allows the Resident Tree Program to include backyard tree planting.
The Board had a discussion about the responsibility for enforcement of the Tree Board Ordinance. The Windy Hills Code Enforcement Officer must become familiar with the Tree Board ordinance and do the notification of the violation/s with the property owner.
Arborist Report – Mike Hayman reported that planting has been completed for the season. White red buds have been planted on the Windy Hills Green. All of the lottery trees have been planted except for 2 for which contact with winners has been difficult. Watering of trees has begun.
It was decided that an e-mail would go out to residents reminding them of the need to water trees.
2015-16 Work Plan Recommendations to the City of Windy Hills are to be:
$1· Have the Plant Kingdom evaluate the condition of trees along Ambridge Drive and have Adam Vogelsang to use Round Up to kill the grass around the trees before adding mulch.
$1· Develop ADA approved plan and timeline for path on The Green
$1· Remove large viburnum shrubs on The Green
$1· Targeted work with resdients to restore canopy by tree planting –
Rudy Lane 2015, Brownsboro Road and Westport Road near the ditch 2016
$1· Continue work with residents on the Bentwood Place Court entrance.

The Windy Hills Council has made an addition to the Tree Broad Ordinance (Section 5, item C of Ordinance # 2012):
“The City will contribute $100 per tree towards the planting of up to two (2) trees per property, provided that the following conditions are met. The tree(s) must be placed in a right of way, or in a private front or side yard, so the tree(s) can be seen from the street. If a tree is planted in a back yard, it must be a canopy tree that will reach at least 30 feet high at maturity. The tree(s) must be purchased from and planted by the designated nursery with which the City has negotiated a large discount and a guarantee. The nursery gives the discount to the property owner and then deducts the City’s contribution. The property owner pays the nursery a planting fee based on the size of the tree(s) and agrees to take care of the tree(s). After the nursery determines the final cost of the tree considering the sale price, the discount, the City’s contribution, and the planting fee, the property owner will write a check for the resulting amount payable to the City of Windy Hills. The nursery will replace a tree if its dies within a year. The owners may plant the replacement tree themselves or pay the nursery’s planting fee but the replacement tree is not guaranteed.”
The sentence “…For properties backing up to I-264, the tree(s) may be placed in the backyard also…” has been eliminated.
City Of Windy Hills Report – none
Windy Hills newsletter was discussed. Article on tree care appreciated.
Marcia will write an article for the next newsletter describing her experience having a tree assessed by a Certified Arborist qualified with a specialty in hazard tree identification. Since arborist Andrea Hanlon donated time to the Windy Hills Tree Board, members felt it appropriate to highlight her work in this way while educating residents about proactive hazard prevention.
Arborist Report – Mike Hayman –
Two yellow leaf zelkovas have been planted at Westport Road entrance which completes that project. Last fall a ginkgo was planted on Foeburn inside Windy Hills and a second one added this spring. Still working on getting more trees planted on right-of-way near Foeburn Lane entrance. Waiting on resident David Lee to give permission.
Mike Hayman and Cheri Silvey-Slusher will continue to work on getting the remaining 8 trees from the tree lottery to the winners.
Arbor Day – Sunday, April 19, 2015 3:00 P.M.
Members discussed plans and assignments for Arbor Day celebration. All members to arrive by 2 pm. Joyce Brown from the Windy Hills Garden Club will assist with refreshment table. WLKY may cover the event. Brownsboro Hardware will loan tables and The Plant Kingdom has provided Bushmond hand pruners. Cathy Thompson will bake push up cake pops for the children’s give away.
Arbor Day Foundation awards have arrived and will be presented.
Alternative plans were made in light of rain threat in the forecast. If it is raining at 2 pm on Sunday, the celebration will be canceled. Residents to sent a reminder e-mail with this rain plan included.
If event must be canceled, Cathy with place a sign on the banner at the Windy Hills Green. Prize “cake” will be donated to Brownsboro Hardware and Paint. Jodi will pick up Arbor Day signs. An e-mail will be sent to invite residents to enter to win one of the 10 Arbor Day trees.

Chairperson Report: – Martha Davis reported that the Tree City USA application had been submitted both for recertification of Windy Hills as a Tree City and for possible “Growth Award” for all of the expanded work accomplished by the city in the past year. Windy Hills was entered in 5 categories based on these efforts: Arbor Day Celebration, Resident Tree Program, City Tree Lottery, Westport Road and Foeburn Lane entrance and The Windy Hills Green. It is hoped that the results of this award process may be announced in time for Windy Hills Arbor Day Celebration.
City Of Windy Hills Report: – Kate Greer had nothing new to report.
Arborist Report – Mike Hayman reported that extended winter weather has delayed digging trees and resulted in a shortage of trees available for planting
Brentwood – junipers and magnolias (deciduous) to be planted.
Westport Road & Foeburn Lane – Zelkovas to be planted when somewhat larger for their protection.
Remaining Tree Lottery Trees can still be planted in the next few weeks. Mike will work with Cheri Silvey-Slusher to complete this project with lottery winners.
Foeburn Lane – Mike has had no response from resident about consent to plant gingkos in the right-of-way.
Windy Hills Green – Not much planting planned for the Green this year.
Arbor Day Celebration April 19th – Cathy Thompson and Martha Davis co-chairing. Cathy has agreed to chair for 2016.
Prizes – Decorated cake for winning child (prepared by Cathy Thompson)
Donation from The Plant Kingdom for adult door prize.

10 trees to be given to resident winners (with added benefit of planting guidance and help from Mike Hayman immediately following the April 19th event)
Program – Pruning exhibition will not be possible. Instead Mike Hayman will demonstrate proper tree planting by planting white oak on The Green. Bad mulching and good mulching will be demonstrated and photographed (by Jodi) for the newsletter.
Refreshments – Cathy will obtain small water bottles and juice boxes. Cathy and Jodi will provide cooling containers. It is hoped that WH Garden Club will provide cookies and each WH Tree Board member is asked to provide cookies.
Other Arbor Day Assignments:
Communication – Jim Thompson will construct structure for hanging 2 banners.
Kate Greer and Lou Phillips to put out 26 yard signs by the 12th and Amy Carter will remove them immediately following the event.
Cathy Thompson will contact Courier-Journal about coverage of the event and provide announcements to Sandy in Windy Hills office for multiple e-mail blast distribution.
Mike will prepare an instructional flyer to distribute with the prize trees.
Martha will prepare a script for the Mayor.
Staffing during the event:
Terese, Jodi, and Cheri will staff the table for three registration (1 for tree giveaway, 1 for other adult door prize, 1 for children’s door prize).
Marcia will staff refreshment table (with assistance from any Garden Club members who are willing).
Mike will monitor trees. Terese will manage recording tree winners.
Other business – Concerns about the mulch path on the Windy Hills Green were discussed and options explained.

MINUTES WINDY HILLS TREE BOARD
FEBRUARY 5, 2015
A meeting of the Windy Hills Tree Board was held on Thursday, February 5, 2015, 7: P.M. at Calvin Presbyterian Church, 2501 Rudy Lane.
All members were present: Martha Davis, Chair, Amy Carter, Terese Fister, Marcia Myers, Cheri Silvey-Slusher, Jodi Smiley, Cathy Thompson

Minutes: Minutes from November 6, 2014 and January 8, 2015 were approved
Financial Report: – as of January 31, 2015
Tree Board Account – $9476.27 Arborist Account – $1350.00
Chairperson Report: – Martha Davis
Need of Secretary – Marcia Myers volunteered and was approved.
Financial interest statements were completed by all members.
City Of Windy Hills Report: – Kate Greer had no report.
Arborist Report – Mike Hayman
Foeburn – Junipers went in. Yellow leaf zelkova (Zelkova serrata ‘Ogon’ ) purchased, to be put out by early April, soil is prepared on site.
Encroachment permit from Highway Dept received.
Working with homeowner about right-of-way at Foeburn -yellow redbuds, gingkoes
Bentwood entrance – Large juniper and 3 narrow junipers. Magnolias to come.
Windy Hills Green – with Jodi Smiley, concept of a Contorted European Beech
Hazard Tree Project: –
After roundtable discussion, the board voted to disapprove the proposal to undertake a coordinated project employing Hanlon Horticultural Consultants to do tree hazard assessments for residents. Instead a newsletter article will be prepared and a list of certified arborists and “tree risk assessment qualified” arborists will be included.
Arbor Day: – Sunday, April 19, 2015
Chair/Co-Chair – Cathy Thompson will chair with Martha Davis.
10 trees to give away with Arborist’s time and guidance included.
Winners may select from Black gum Nyssa sylvatica ‘Green Gable’ and Northern Pecan.
The Program will include a shrub pruning workshop

WINDY HILLS TREE BOARD
JANUARY 8, 2015
A meeting of the Windy Hills Tree Board was held on Thursday, January 8, 2015, 7: P.M. at Calvin Presbyterian Church, 2501 Rudy Lane.
Members in attendance were: Martha Davis, Chair; Marcia Myers
Jodi Smiley, nominee; Kate Greer, City Council Representative;
Mike Hayman, Certified Arborist
Guest Presenter: Andrea Hanlon, Certified Tree Risk Assessment Arborist,
Hanlon Horticultural Consultants
Andrea explained further her expertise as a certified tree risk assessment arborist and her written proposal to work with Windy Hills residents, the Tree Board and the City Council. She is contracted with small cities such as Anchorage, Hurstbourn and Prospect to do a tree inventory and annul update on trees in the right-of-way.
Minutes: The meeting lacked a quorum so the minutes of the November 6, 2014 were not approved.
Financial Report: Tree Board account: $10, 954.10
Arborist account: $ 975.00
Chair Report: The Tree Board requests the city council approve the appointment of Jodi Smiley to the Windy Hills Tree Board for a term of three years.
An original three year board member, Dan Keating, has resigned because of pressing family and work issues.
City Council Report: The City’s Tree Lottery awarded 25 trees from the 90 submitted requests. Mike Hayman and Tree Board member Cheri Silvey-Slusher will continue contacting the winners and coordinating planting the remaining trees. To date 14 trees are in and three oaks trees are on hold.
Newsletter deadline is Monday, March 16.
Arborist Report: Mike Hayman reported the Westport Road & Foeburn Lane entrance area has nine 5′ Green Point Junipers and two 7-8′ Canaerti Junipers in on the Westport Road right-of-way, and one ginkgo on Foeburn in the right-of-way. Two zelkova trees will be planted on Westport Road in the spring as will some yellow redbuds under the wires. Mike is working with the property owner at Eastgate to do more planting.
Mike reported he is working closely with the Bentwood Place Court landscape committee to revamp their front entrance and plant additional trees. Two red maples have already gone in.
