The Council and Officers of the City of Windy Hills met at the Sojourn Community Church, 2501 Rudy Lane, at 7:00 P.M. Mayor Ising called the meeting to order.

MINUTES:
Councilwoman Greer moved to approve the minutes of the October 9, 2017 Council meeting; seconded by Councilwoman Spencer and approved unanimously.
FINANCIAL REPORTS, APPROVAL OF BILLS:
The financial reports for October, 2017 were moved for approval by Councilwoman Davis, seconded by Councilwoman Rademaker and approved unanimously.
Councilwoman Rademaker moved to approve the October bills, totaling $87,595.06 and was seconded by Councilman Skelton. The motion passed unanimously.
RESIDENTS’ COMMENTS/CONCERNS: Resident, Ralph Williams, stated that he had the City Arborist, Caroline Westfall, evaluate a tree in their yard. She noticed a Pecan Tree in their yard that is a Champion Tree measuring 14′ 8″ tall. There is only one other Pecan Tree bigger than theirs in the state.
COMMITTEE REPORTS:
Finance/Ordinances: Councilwoman Davis had no report. Mayor Ising stated that the City had received approximately 1200 tax payments.
Code Enforcement: Steve Teaford had reviewed the October report with the Council at the Caucus meeting. He added that he had talked to the last rental property in question. He stated that there are 48 rental properties in Windy Hills, 8 in Coach Gate and 7 on Indian Ridge. Compared to other Cities, Windy Hills has a lower percentage number of rental properties.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that there are 4 new residents. She showed the Council the Christmas swags for the light posts that her committee had prepared. She also reported that she is preparing an Identity Theft article for the upcoming newsletter. She had no Health and Fitness report.
Community Events/Newsletter/Tree Board: Councilwoman Greer is finalizing the details for Glow on the Green on Sunday, November 26th. She reported that the Tree Board had met to develop their plan for 2018. She asked if Attorney Hodge could write letters to any residents that may have a tree that is dangerous to the public. She also stated that the street lights at the entrance to Sojourn Community Church are not working and asked that they be reported to LG&E.
Public Works: In Councilman Phillips absence, the Mayor reported that the two “No Parking” signs had been installed on Ambridge at Westport Road.
Police Liaison/Real Estate Signs: Councilwoman Rademaker reported that Graymoor-Devondale Police Department patrolled Windy Hills for 99.5 hours. 9.5 hours of radar time was spent on Ambridge resulting in no citations and 4 warnings. Rudy Lane received 5.5 hours of radar time, resulting in one citation and two warnings. Two citations and one warning were also issued at Coach Gate and Brownsboro Rd. An additional two citations and a warning occurred at Victoria Place and Brownsboro Rd. A warning was issued at Hubbards Ln and Brownsboro Rd. Five parking violations received warnings: Chelsea, Rudy, Regency, and two different Bonfire locations. Five residences were on the house watch list. A burglar alarm went off on Wicklow – malfunction. Suspicious persons were checked on twice at Sojourn Church and once on Two Springs. An open garage door was checked on at Coach Gate. There was a fraud investigation at the Stock Yards Bank. An ID card was found on the front porch of a resident on Clerkenwell. Police also cleared the roadway on Rudy and checked on an elderly resident who was having work done on her driveway.
Windy Hills Green/City Beautification: Councilman Skelton stated that they checked out the lights on the tree on the Green for Light up the Green and very little needed to be done to get the tree ready. He asked that a Red Bow be put on Rudy II in time for the Glow.
UNFINISHED BUSINESS:
Website Update: Councilwoman Davis reported that she had called Kathleen Sauer the previous week. She also asked if Attorney Hodge could send a letter to our current webmaster if the City gets no response from him in regards to releasing information needed to proceed with the new website.
Playground Equipment at Sojourn: Attorney Hodge revised the Agreement with regard to the Playground Equipment at Sojourn Church. The agreement has been signed by Mayor Ising and is now in the hands of Sojourn Church.
NEW BUSINESS
Tree Board 2017-2018 Work Plan: Councilwoman Greer stated that the Tree Board took a survey years ago. The streets that are lacking trees are Indian Ridge and Clerkenwell. The Tree Board has sent letters to the residents on Clerkenwell to inform them that they could pick a tree from a select group and from one of three nurseries. The resident would have to sign an agreement stating that they would be responsible for the tree.
Reach Alert Contract: Councilman Skelton stated that there are currently 362 people signed up to receive alerts through the Reach Alert System. Councilman Skelton made a motion to spend up to $2500 to continue with Reach Alert for one year. It was suggested that a post card be sent out to all the residents to maybe increase the number of people that have signed up for the service. Councilwoman Davis stated that she is against the renewal due to the discussion last year and the Council agreeing that it would only be renewed this year if the City had an increase of participants in at least 50% and it has not. The motion passed with a vote of 3 Ayes (Councilman Skelton, Councilwomen Greer and Spencer), 1 Nay (Councilwoman Davis) and 1 Abstain (Councilwoman Rademaker). Councilman Phillips was absent.
ATTORNEY’S REPORT: Attorney Hodge stated that nothing needs to be decided on the Cable Communications at this time. Metro is currently addressing the situation.
MAYOR’S REPORT: Mayor Ising reported he received a thank you note from Tish Moore, a Kitty Hawk resident, for the work done on her street. He also reported that 12 people participated in the Brightside Cleanup with a good representation from the Council. He also stated that 2 people from Sojourn Community Church were there and Angela Leet’s Legislative Assistant asked for a photo, but one was not taken this time. He stated a lot of tax payments were made in Oct and the City received good comments from residents coming into the office especially regarding the 40% discount. He reported that the City of Indian Hills has bought a house on Brownsboro Road and will be using it as their City Hall. He also reminded everyone that the Holiday appreciation dinner will be on Tuesday, December 5. He said Sojourn Community Church apologized for the condition of the meeting room last month and will make every effort to correct that. He asked Attorney Hodge about the City investing in a Collateral Security Agreement when the City already has $250,000 with Independence Bank. And, he wished everyone a Happy Thanksgiving.

Councilwoman Greer moved to approve the minutes of the September 11, 2017 Council meeting; seconded by Councilman Phillips and approved unanimously.
FINANCIAL REPORTS, APPROVAL OF BILLS:
The financial reports for September, 2017 were moved for approval by Councilman Skelton, seconded by Councilwoman Rademaker and approved unanimously.
Councilwoman Davis moved to approve the September bills, totaling $26,902.03 and was seconded by Councilwoman Spencer. The motion passed unanimously.
RESIDENTS’ COMMENTS/CONCERNS: None
COMMITTEE REPORTS:
Finance/Ordinances: Councilwoman Davis reported that she and Steve Teaford are wrapping up the rental registry and she visited the 9 remaining properties “in question” twice. The visits resulted in two confirmed rental properties, three properties either no longer rentals or owner occupied or for sale and the remaining three properties have been sent a third notice. She suggested that if the owners of the two confirmed rentals don’t contact the office within 5 business days that the City turn them over to the City Attorney for further action.
Code Enforcement: Steve Teaford thanked Councilwoman Davis for the help with the rental properties. He also reported that the abandoned house on Rudy Lane is now up for sale and the City’s landscaper has been maintaining the property with Liens being put on the property as necessary.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that there are 5 new residents. She also stated that she is working on an article for the newsletter regarding identity theft. She will have a Christmas decorating committee meeting at the end of October and the City’s Landscaper will hang the decorations the week of Thanksgiving.
Community Events/Newsletter/Tree Board: Councilwoman Greer reported that the Glow on the Green will be November 26th, the Sunday after Thanksgiving. She asked Councilwoman Rademaker to contact Graymoor/Devondale police to direct traffic during the event. The next newsletter deadline is November 17. She also reported that the Tree Board had the trees trimmed in the Two Springs and Regency area. The next Tree Board meeting is November 2.
Public Works: Councilman Phillips reported that he is working on the No Parking Signs for Ambridge.
Police Liaison/Real Estate Signs: Councilwoman Rademaker reported that Graymoor-Devondale Police Department patrolled Windy Hills for 106 hours. 8.16 hours of radar time was spent on Ambridge resulting in no citations and 5 warnings. Rudy lane received 7.8 hours of radar time, resulting in 4 citations and no warnings. A parking violation on Regency was cited and a car on Bonfire received several warnings and two tickets. Copperfield was checked twice for parking violations, but none were found. Officers assisted with two accidents at Foeburn and Westport and helped a motorist who had run out of gas. Five residents were on house watch and checked on numerous times. A suspicious person on someone’s porch was reported on Foeburn which turned out to be a friend. A loose dog was caught and returned to the owner. A report of a vicious dog on Kinglan was checked out and referred to Metro animal control. Officers checked on a car on Bonfire whose door was left open, but found no problems. They also checked on the ice cream social for traffic control needs. There was also a report about a robbery on Rudy Lane, but was unfounded. Overnight parking was reported to Councilwoman Rademaker and asked if she would have Graymoor/Devondale look into it.
Windy Hills Green/City Beautification: Councilman Skelton thanked Adam Volgesang, our City Landscaper, for the decorations for the new bear, Rudy II. He also thanked Wendy Skelton for painting the anchoring angle brackets and bolts on Rudy II to blend in with the stand.
UNFINISHED BUSINESS:
Website Update: Councilman Skelton stated Kathleen Sauer with Lumins Assoc. contacted him to find out what pictures of the City the Council would like on the website. Clerk Moore stated she had also talked with her and asked if they could delay working on the Website until the end of October due to taxes coming in. Ms. Sauer stated that would work better for her.
Playground Equipment at Sojourn: Attorney Hodge presented to the Council an agreement between the City and Sojourn Community Church regarding the Playground equipment located at Sojourn and purchased by the City. The agreement states that the City will accede the equipment to Sojourn and will retain perpetual use for the residents of the City. It also states that the Church will maintain the equipment and provide liability insurance. Attorney Hodge will also add to the agreement that the equipment is to remain at the Sojourn Community Church on Rudy Lane. Councilwoman Davis made a motion to approve the Agreement as corrected and seconded by Councilwoman Greer. The motion was approved unanimously.
NEW BUSINESS
Brightside Cleanup 10/21/17: The Mayor reminded everyone of the upcoming Brightside Cleanup on Saturday, October 21, 2017 at 9:00 am at Stock Yards Bank.
Paving Kitty Hawk Way: Councilwoman Rademaker made a motion to have Kitty Hawk Way paved and was seconded by Councilwoman Greer. Discussion continued: Councilman Phillips reported that to have the street paved it would cost $21,000. Councilman Skelton reported to have the street sealed coated it would cost $3,500. Councilwoman Rademaker stated that she is in favor of Paving the street instead of Coating since the street will eventually need to be repaved and the Seal Coating is a temporary fix. Councilman Phillips read a prepared statement and asked that it be included in the minutes: “I’m voting “no” on this project to Coat or Repave Kitty Hawk because it isn’t necessary based on the condition of the road. This is strictly a motion based on appearance and it is emotionally driven because some believe the road surface is unattractive and reflects poorly on the City. My question is how many outsiders see the road and care about the appearance. “Whatever we do is a waste of taxpayer dollars to satisfy the aesthetic sensibilities of some on the City Council. This is not the way to run a City.”
The initial motion to have Kitty Hawk Way paved failed with a vote of 2 Ayes (Councilwomen Greer and Rademaker) and 4 Nays (Councilmen Phillips and Skelton and Councilwomen Davis and Spencer). Councilwoman Greer then made a motion to have Kitty Hawk Seal Coated and was seconded by Councilwoman Davis. The motion passed with a vote of 5 Ayes (Councilwomen Davis, Greer, Rademaker and Spencer and Councilman Skelton) and 1 Nay (Councilman Phillips). Councilman Skelton will make the arrangements with the Seal Coating Company to have Kitty Hawk Seal Coated as soon as possible with the work covering two days and notices being sent to the residents on Kitty Hawk and Indian Ridge of the street closure for two days.
Tree Healthcare Proposal from Greenhaven: Councilwoman Greer made a motion to accept the proposal from Greenhaven for the treatment of Trees on the Green in the amount of $1,425. Councilwoman Davis seconded the motion and was approved unanimously.
ATTORNEY’S REPORT: Attorney Hodge stated he is working on the Charter Franchise Renewal and will have more information at the November Council Meeting.
MAYOR’S REPORT: Mayor Ising reported he received a letter from a resident regarding trees on Brownsboro Road stating that the City would not be able to consider her request unless the City did the same for the whole City – no further action taken. He also stated that he received information regarding the 2020 Census and stated the City would be providing information to them as requested. He also stated he received a letter from the Tree Board regarding a dead tree on Ambridge and he stated that there will be no action taken as it is on private property. He also reported the he received notice from the St. Matthews Fire Department informing us that there will be an increase of five cents on taxes for the new ambulance service. Mayor Ising also stated that the City would continue to use Graymoor/Devondale’s radar signs instead of the City purchasing our own.
Comments/Questions to the Council as a Whole: Resident, Martha Davis, asked that the site on Rudy Lane that was worked on to be cleaned up. The Tree Board will follow up.

Councilwoman Greer moved to approve the minutes of the November 13, 2017 Council meeting; seconded by Councilman Phillips and approved unanimously.

Councilwoman Davis moved to approve the November bills, totaling $42,674.10 and was seconded by Councilman Skelton. The motion passed unanimously.
RESIDENTS’ COMMENTS/CONCERNS: Resident, Ralph Williams, stated that he was concerned about the residents at 626 Indian Ridge, that there might be drug problems. Code Enforcement Officer, Steve Teaford, stated that he was well aware of the issues at the house. Metro Louisville is also on top of the situation. The residents of that location have been fined by Metro and have cleaned up the property a little.
Resident, Cordell Lawrence, thanked Councilman Phillips for stopping by his daughter’s house and helping out with the water leak.
COMMITTEE REPORTS:
Finance/Ordinances: Councilwoman Davis stated the 2018 rental agreement letters have been mailed out..
Code Enforcement: Steve Teaford had reviewed the November report with the Council at the Caucus meeting. He added that he is waiting for the letter from Attorney Hodge to send out to residents that may have dangerous trees that need attention. He also reported that he observed 11 cars parked over night and will contact Graymoor/Devondale police regarding this.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that there are 4 new residents. She also reported that there were two new lighted swags for the signature entrances on Westport Road and she took advantage of a sale at the wholesale florists to purchase 28 additional garlands.
Community Events/Newsletter/Tree Board: Councilwoman Greer stated that the next newsletter deadline will be February 23. There were no Community Events to report. She requested that the Council approve the reappointment of Cheri Silvey-Slusher, Laura Trachtenberg, and Jodie Mudd to the Tree Board.
Public Works: Councilman Phillips stated that he talked to someone that is going to look into lighting Rudy II. He said it may be able to be done for less money and not need to be hard wired.
Police Liaison/Real Estate Signs: Councilwoman Greer reported for Councilman Rademaker in her absence. She stated that Graymoor/Devondale Police Department patrolled Windy Hills for 116 hours. Radar time was spent on Ambridge and Rudy Lane with two citations and 12 warnings. There were three parking violations and four residences on house watch. There were other “unfounded” incidents reported and a welfare check was done. She also reported that Sojourn Church worked with Graymoor/Devondale on an active shooter assessment. There was a small kitchen fire on Foeburn and two officers assisted with Glow on the Green.
Windy Hills Green/City Beautification: No Report.
UNFINISHED BUSINESS:
Website Update: Councilman Skelton reported that Kathy Sauer, the new webmaster previewed the new website with the Council at the Caucasus meeting on Friday. The new website should be up and running in early 2018.
NEW BUSINESS:
None
ATTORNEY’S REPORT: Attorney Hodge reported that he drafted a letter for Code Enforcement Officer, Steve Teaford, regarding resident’s right -of-way encroachment. The Council asked that the encroachment resolution needs to be in the newsletter.
MAYOR’S REPORT: Mayor Ising thanked the TEAM for all the accomplishments made during 2017 and requested that everyone think about what could be accomplished in 2018. He stated it will be an agenda item in January. He also reported that he distributed a letter regarding US 42 and Watterson Widening. He asked that there might be an article in the next newsletter.

MINUTES:
Councilman Phillips moved to approve the minutes of the August 14, 2017 Council meeting; seconded by Councilwoman Spencer and approved unanimously.
FINANCIAL REPORTS, APPROVAL OF BILLS:
The financial reports for August, 2017 were moved for approval by Councilwoman Davis, seconded by Councilman Skelton and approved unanimously.
Councilwoman Rademaker moved to approve the August bills, totaling $64,259.61 and was seconded by Councilwoman Davis. The motion passed unanimously.
PRESENTATION OF AUDIT AND APPROVAL: Debbie Stumler presented the 2016/2017 Audit to the Council reviewing portions of it. She reported that they found no problems and the City’s net worth is $1,125,913. Councilwoman Rademaker made a motion to approve the 2016/2017 audit and was seconded by Councilwoman Davis. The 2016/2017 Audit was approved unanimously.
RESIDENTS’ COMMENTS/CONCERNS: None
COMMITTEE REPORTS:
Finance/Ordinances: Councilwoman Davis reported that she and Steve Teaford are working on a revised Rental Ordinance.
Code Enforcement: Steve Teaford reported that there are still 17 properties in question as to whether they are rental properties or not. He has sent letters to these 17 property owners.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that she will have 50 Green booklets to hand out at the Ice Cream Social. She had no report for Health and Fitness and reported there are seven new residents in the City. She asked if anyone would be willing to share some of their magnolia tree limbs for the Christmas decorations. She also stated the committee will probably fluff the existing bows.
Community Events/Newsletter/Tree Board: No Report
Public Works: Councilman Phillips reported that Old Stone Lane had been opened up by having the trees and bushes trimmed to make it more accessible for Waste Management. He also reported that he is working on getting more information about the ROW permit for Foeburn and Westport.
Police Liaison/Real Estate Signs: Councilwoman Rademaker reported that Graymoor-Devondale Police Department patrolled Windy Hills for 103.2 hours. 15 hours of radar time was spent on Ambridge resulting in no citations and 4 warnings. Rudy lane received 3 hours of radar time, resulting in no citations and 4 warnings. A parking violation on Foeburn received a warning and a violation on Indian Ridge got cited. Two residences were on house watch and were checked numerous times. Suspicious persons were reported at Sojourn Church, but it was AC repairmen. Two noise complaints on Wicklow were investigated, turned out to be an electronic bird deterrent. A loud party was reported on Two Springs, but police found nothing. Criminal mischief was reported on Rudy Lane as well as a suspicious vehicle being reported but unfounded.
Windy Hills Green/City Beautification: Councilman Skelton reported that Rudy II would be put in place on Tuesday, Sept. 12, weather permitting. Councilwoman Rademaker made a motion to spend an additional $300 on the landscaping at Regency Lane and was seconded by Councilwoman Davis. The motion passed unanimously.
UNFINISHED BUSINESS:
Website Update: Councilwoman Davis stated she had contacted Kathleen Sauer with Lumins Assoc. who stated she was working on two other websites and would contact the City the last week of September to start working on the City’s new website.

NEW BUSINESS
Approval of 2016/2017 Audit: See above report by Debbie Stumler.
Addition of “No Parking Here to Corner” Signs on Ambridge near Westport Rd.: Councilman Skelton made a motion to have “No Parking Here to Corner” signs on each side of Ambridge, 2 houses back from Westport. The motion was seconded by Councilwoman Spencer. Attorney Hodge stated the City will need an Ordinance. The motion was tabled until the October meeting when Attorney Hodge will have the first reading of the Ordiance.
Playground Equipment at Sojourn: Councilman Phillips stated the playground equipment at Sojourn could be transferred to Sojourn with a clause that the City residents will have perpetual use. Mayor Ising reported that Sojourn likes the idea and may want to wait until after they expand to take ownership at which time they will relocate the equipment. Attorney Hodge stated he will draw up an agreement, declaring the equipment as surplus property and give to them.
ATTORNEY’S REPORT: Attorney Hodge reported that the Right of Way Encroachment permit needed a formal process. Councilwoman Davis made a motion that the City adopt a formal process regarding Encroachment Right of Way permits. The motion was seconded by Councilwoman Rademaker. Attorney Hodge stated he drew up a Resolution regarding the Right of Way Encroachment Permit and application. Attorney Hodge read Resolution #1, Series 2017/2018 into record. Councilwoman Davis and Councilwoman Rademaker withdrew their original motion. Councilwoman Davis made a motion to approve Resolution #1, Series 2017-2018 regarding the Right of Way Encroachment application and permit. The motion was seconded by Councilwoman Rademaker and passed unanimously.
Attorney Hodge also addressed the Telecom Tax lawsuit, stated that the City now has the privilege of accepting Telecom Tax or Franchise Fee – whichever is better. He will have more information on this at the October meeting.
MAYOR’S REPORT: Mayor Ising stated that Metro Councilwoman Angela Leet (Leet with Lemonade) will be at the Ice Cream Social. He also stated he will be on vacation from September 25 through September 29.

Councilwoman Davis moved to approve the minutes of the July 10, 2017 Council meeting; seconded by Councilwoman Greer and approved unanimously.
FINANCIAL REPORTS, APPROVAL OF BILLS:
The financial reports for July, 2017 were moved for approval by Councilman Skelton, seconded by Councilwoman Rademaker and approved unanimously.
Councilwoman Rademaker moved to approve the July bills, totaling $25,656.03 and was seconded by Councilman Skelton. The motion passed unanimously.
GOOD NEIGHBOR AWARD PRESENTATION: The Mayor presented a Good Neighbor Award to Mr. Larry East for his continued good deeds he has done by maintaining an area of the City and keeping it beautiful.

COMMITTEE REPORTS:
Finance/Ordinances: Councilwoman Davis reported that the Auditors were in the office the previous week and will have the Auditors report at the September meeting.
Code Enforcement: Steve Teaford thanked the Council for their time at the Friday working session to review the rental properties. Councilman Skelton questioned if rental and non-rental properties should be reviewed the same to ensure all residents are in compliance. It was determined that from that point on, Mr. Teaford will address all properties that are not in compliance even if no complaints are received. (In the past, he would only address the ones that complaints have been received on.)
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that she will have 50 Green pamphlets to hand out at the Ice Cream Social. She requested a 6 ft table for the event. She had no report for Health and Fitness and reported there are 3 three new residents in the City and 1 plaque is in progress for the Green. She also stated she has formed a good Christmas Decoration Committee.
Community Events/Newsletter/Tree Board: Councilwoman Greer stated the deadline for the upcoming newsletter was today, August 14. Councilwoman Greer made a motion to appoint Jodie Mudd and Laura Trachtenburg to fill two unexpired terms on the Tree Board. The motion was seconded by Councilwoman Rademaker and passed unanimously. Councilwoman Greer also stated that the Tree Board will prune the trees on Rudy Lane that could be hazardous.
Public Works: Councilman Phillips reported that downed/destroyed street signs have become a problem, costing the City approximately $600 each. The latest one is the sign at Foeburn and Rudy Lane.
Police Liaison/Real Estate Signs: Councilwoman Rademaker reported that Graymoor-Devondale Police Department patrolled Windy Hills for 103.5 hours. 11 hours of radar time was spent on Ambridge resulting in two citations and 2 warnings. Rudy lane received 5 hours of radar time, resulting in one citation and 1 warning. An additional citation was issued on Rudy Lane for an expired license tag. Two warning were issued for parking on the grass (Foeburn and Wicklow). Four residences were on house watch. Several calls about suspicious persons and vehicles proved unfounded. Dead deer were reported both in the church parking lot and on Rudy Lane. Late night fireworks were reported on Indian Ridge and a solicitor on Merrifield. Someone on Bonfire damaged a car trying to avoid hitting a lawn care truck. Juveniles, using drugs were reported on Foeburn, which Police later found a small amount of marijuana in a back yard. A FedEx box was stolen from a lobby at Coach Gate. A person down at a Rudy lane address was reported, which Metro police and the coroner responded to.
Windy Hills Green/City Beautification: Councilman Skelton reported that the work on the bear podium started this week. He stated he is hopeful that the work will be completed by the Ice Cream Social on September 17. He also reported there are a dead trees on the Green (two of them new). A discussion continued on watering the trees. Councilman Skelton also reported that Reach Alert now has 348 members and would like an article in the newsletter as one last effort to increase the membership. At $2 per household, it may not be feasible to continue.
UNFINISHED BUSINESS:
Website Update: Councilwoman Davis made a motion to accept the bid of Lumins Associates to redesign the website for the City of Windy Hills at a price not to exceed $4,000. The motion was seconded by Councilwoman Rademaker and passed unanimously.

NEW BUSINESS
House Bill 215 Re: KY State Police Report Policy: Attorney Hodge stated this deals with Open Records Requests. He will design a new policy and have for review at the September meeting. .
ATTORNEY’S REPORT: Attorney Hodge advised the City to adopt a policy regarding information being requested from the City by a news entity following the Kentucky HB215 guidelines.
MAYOR’S REPORT: Mayor Ising stated the Audit began this week and their fee is only $100 more than last year. He stated that the Auditors reported that everything looks good so far and will get a copy to each Council Member in the next week or two. He also reported that the City had received the Tree City USA designation again this year. He stated that he signed an agreement with the KY Dept. of Libraries to receive a grant of $7,050 to codify the City’s Ordinances. He thanked Councilman Phillips for all his hard word on getting the City this grant. He also stated he had received a few complaints about walkers disposing of too much trash in the public trash cans and will see if the trash can be picked up twice a week instead of once a week.
COMMENTS/QUESTIONS TO THE COUNCIL AS A WHOLE: Resident, Martha Davis, asked what the Codification is…it was explained to her that it is a professional gathering of all the City’s Ordinances that is user friendly, organized, and will be included in the City’s website.

Finance/Ordinances: Councilwoman Davis reported that she and Steve Teaford are continuing to work on identifying all of the rental properties in the City. They have sent out 59 letters waiting for a response and have identified 39 rental properties so far.
Code Enforcement: Steve Teaford reported that he has two issues now open and asked if anyone had any questions from his report on Friday.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that the disaster booklets and map of the Green are completed. She had nothing to report for Health and Fitness. She also reported that there are 5 new residents and 1plaque for the Green in the works. Mayor Ising asked if the Green pamphlet that she prepared could be included in the Welcome to the City packets.
Community Events/Newsletter/Tree Board: Councilwoman Greer reported that the next newsletter deadline would be August 14. She also stated the 4th of July Picnic and Parade was a huge success and thanked resident, Martha Davis for her assistance with the Fairy Garden activity. She reported that the next Tree Board meeting would be on August 3.
Public Works: Councilman Phillips had nothing to report.
Police Liaison/Real Estate Signs: Councilwoman Rademaker reported that Graymoor-Devondale Police Department patrolled Windy Hills for 102 hours. 12.4 hours of radar time was spent on Ambridge resulting in one citation and 5 warnings. Rudy lane received 4.46 hours of radar time, resulting in one citation and 16 warnings. Three tickets were issued on Brownsboro Rd. at North Hubbards Ln and Indian Ridge. Two parking violations, a warning on Tottenham and a citation on Indian Ridge were issued. Metro police was called to deal with a large truck driving erratically on Rudy Ln.. Officers controlled traffic at the site of a downed tree on Two Springs Lane. Two calls were received regarding a suspected stalker on Regency. The house was put on House watch. A vacant house on Regency was also put on house watch due to suspicious activity. There were also houses on watch on Highfield, Indian Ridge and Windsong Place. Officers dispersed a large group of teenagers at a party on Kingslook Court. Kitty Hawk experienced both a fire and door to door solicitors. A suspicious person was seen on Highfield checking car doors. A vacant house on Rudy lane was broken into and the police was called to Kaelin over a property line/tree dispute.
Windy Hills Green/City Beautification: Councilman Skelton reported that the bear is in his driveway and stated an engineer and others would be there on Tuesday to assess the best base to support the bear on the Green. He also reported the Christmas tree was lit for Christmas in July to check the condition of the lights.
UNFINISHED BUSINESS:
Website Update: Councilman Skelton reported that the website committee would meet with the City of Prospect’s web designer for a presentation on what she could design for the City.

NEW BUSINESS
Good Neighbor Award: The Mayor reported that a Good Neighbor Recommendation had been submitted to the Council. Councilwoman Greer made a motion to approve the Good Neighbor Award and was seconded by Councilwoman Rademaker. The motion passed unanimously.
Other: Councilman Phillips stated that Waste Management has been gathering the resident’s trash along Old Stone and leaving it at the corner of Rudy Lane to pick up later. The reason for doing this is due to the overgrown trees along Old Stone. He recommended that Kentucky Tree be hired to trim the trees to open up the street making it possible for Waste Management to use their truck to go down the street. Councilman Skelton made a motion to hire Kentucky Tree for a sum not to exceed $3,500 to trim and clear Old Stone Lane. The motion was seconded by Councilwoman Spencer and passed unanimously.
ATTORNEY’S REPORT: Attorney Hodge advised the City to adopt a policy regarding information being requested from the City by a news entity following the Kentucky HB215 guidelines.
MAYOR’S REPORT: Mayor Ising stated he will be on Jury Duty from Monday July 17 for two weeks, possibly longer. He also reported the City received a $300 check from the Garden Club to replace a dead tree on Ambridge. He thanked all involved with the 4th of July Picnic and Parade – it was a huge success. He also reminded the Council to think about succession planning with only one and a half years to election and who might be a good candidate to replace any vacancies, if there are any. He stated he has had some preliminary discussions with two people who he thinks could make a good contribution to the City should there be any openings.. He also said he is not encouraging any of the Council to not run for office, but just be prepared if a position opened up.

RESIDENTS’ COMMENTS/CONCERNS: Resident Martha Davis stated she thought the trees on Ambridge needed attention (pruning, etc.)
Tim McNally, with Waste Management, stated he was there to drop off the contracts with Windy Hills and Waste Management and added this is his very last contract as a representative with Waste Management. He thanked everyone on the Council and the Clerk for all the years of service and friendship with Waste Management and continued by stating that he has his very first contract with Waste Management framed and will add a copy of this very last contract.
COMMITTEE REPORTS:
Finance/Ordinances: Councilwoman Davis reported that the City should end the fiscal year with a surplus, stating that June is typically a slow income month but the City has a substantial surplus through May that should carry the City through. She thanked Councilman Phillips for his excellent job in preparing the 2016-2017 budget and ensuring good fiscal responsibility for Windy Hills. She also thanked Code Enforcement Officer, Steve Teaford for the implementation of the Rental Ordinance stating that he is an excellent ambassador for our City.
Code Enforcement: Steve Teaford reported that since Friday at the Working Session, he has resolved one issue on his report. He also reported that he has called Metro Call regarding the area around the Muddy Fork area on Rudy Lane. It could be 2 -3 months before it is cleared up.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer reported that the Green map and “tree key” are ready for copying and is currently working on “then and now” pictures. She plans on handing out at the 4th of July picnic and may also hand out a Disaster Booklet. She had nothing to report of Health and Fitness and one Plaque in the works for the Green. She also reported there are 4 new residents in the Month of May.
Community Events/Newsletter/Tree Board: Councilwoman Greer reported that the newsletter is at the printers and should be delivered in time for the 4th of July Picnic. The next newsletter deadline is August 21. The Ice Cream Social has been scheduled for September 17th and she stated the Tree Board meeting will be in late June.
Public Works: Councilman Phillips reported that the street light at Foeburn and Westport Road is down again and has been reported to LG&E. He also stated the new signs have been ordered for that new light pole. He reported that the paving on the Wellington Loop has been completed and a pot hole on Copperfield has been taken care of.
Police Liaison/Real Estate Signs: Councilwoman Rademaker reported that Graymoor-Devondale Police Department patrolled Windy Hills for 107 hours and stated that the length of radar patrols were not reported by Graymoor/Devondale Police. There were 38 sessions on Ambridge and 29 on Rudy Lane, resulting in 4 warnings and 2 tickets on Ambridge and 18 warnings and 5 tickets on Rudy. Citations for expired tags were issued on Hubbards Lane at Coach Gate and on Rudy Lane. There was also a warning given at Foeburn and Westport. She reported that parking had received quite a bit of attention during May, resulting in 3 warnings on Copperfield, two on Bonfire, and one each on Regency, Chesham, and Cathcart. One ticket was issued on Tottenham, and two each on Windsong Way and Windsong Court. There was an issue reported on Tottenham due to a resident notifying the City that he would have a dumpster in the driveway which meant he would have to park in the street. A suspicious vehicle was reported to Grassy Fork and a suspicious person reported on Brownsboro Rd, which neither resulted in a problem.
Windy Hills Green/City Beautification: Councilman Skelton reported that a local carver has a bear available and will have it on Tuesday, June 13 to look at and determine if the City is interested in purchasing it. He also reported that if this bear does not work out he has found a source of logs that could be used for carving a new bear. He also reported that the Green path as been re-wood chipped and the light on the Signature Entrance Sign at Foeburn and Westport Road is now working. Councilwoman Greer stated she thought the Regency Lane entrance needed some attention and she would like to see some native trees and srubs planted there. Councilman Skelton made a motion to spend up to $500 on the Regency Lane entrance. The motion was seconded by Councilwoman Greer and passed unanimously.

Website Update: Mayor Ising reported that a team of three – Councilman Skelton, City Clerk Sandy Moore and Councilwoman Davis would be on the committee. The Committee will provide an update as information is gathered. Councilman Skelton made a motion to spend up to $6,000 for a new website and was seconded Councilwoman Davis. The motion was approved unanimously.
Bonding Amount Evaluation: Mayor Ising asked our City Attorney to give his opinion on the Bonding Insurance amount. Attorney Hodge offered some examples. The Mayor also stated that he would check with the City’s Accountants for their opinion for the amount of the Bonding Insurance for our City.
Other: Mayor Ising asked Attorney Hodge for a copy of the Resolution that the City passed in April authorizing the Mayor to defend litigation with the right to withdraw upon 30 days notice.
NEW BUSINESS
Street Signs at Westport and Foeburn: Councilman Phillips made a motion to spend up to $1,200 to replace the street sign at Westport Road and Foeburn Lane. The motion was seconded by Councilwoman Davis and passed unanimously.
Rudy the Bear: Councilwoman Greer made a motion to spend up to $7,500 for the Rudy the Bear replacement. The motion was seconded by Councilman Skelton and passed unanimously.
ATTORNEY’S REPORT: None
MAYOR’S REPORT: Mayor Ising reported that he had received a letter requesting information about the Oxford House in the City. This person stated that an Oxford House was being rented on E. Burnett St. He also reported that the City had received an Application of Funding from Westport Middle School and he would reply back to them that the request did not meet the City’s guidelines. He also stated he had received an email from Ken Weber with Reach Alert.
COMMENTS/QUESTIONS TO THE COUNCIL AS A WHOLE: Resident Martha Davis asked what the funds request would be used for at Westport Middle School – the request was for assistance with a music program. Councilman Phillips stated there would be a Car Show at Walden School the weekend of June 17 and 18.

COMMITTEE REPORTS:
Finance/Ordinances: Councilwoman Davis stated that the Rental Properties Project was progressing and Steve Teaford would report on that. She also stated there would be more to report on the Budget later in the meeting.
Code Enforcement: Steve Teaford reported that 35 of the Rental Properties have passed inspection and 1 has not. He feels that the one property that has not passed will be passed very soon.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer stated she had no report for Community Caring or Health and Fitness. She said the City has 4 new residents.
Community Events/Newsletter/Tree Board: Councilwoman Greer reported that the Tree Board Minutes had been sent out and also stated that the Tree Board is working on their proposed projects for 2017/2018. She reported that the City had been approved to hold the annual 4th of July Picnic and Parade at Sojourn Community Church and she would hold a committee meeting soon. She stated the next newsletter deadline is on June 1.
Public Works: Councilman Phillips reported that the street signs at Tunbridge Wells has been fixed.
Police Liaison/Real Estate Signs: Councilwoman Rademaker reported that Graymoor-Devondale Police Department patrolled Windy Hills for close to 103 hours. 15.36 of this time was radar enforcement, 10.18 hrs on Ambridge resulting in 7 warnings and 5.18 hours on Rudy resulting in 9 warnings. One citation was issued at Hubbards Lane and Brownsboro Rd and an addition warning was issued on Brookview for parking too close to a fire hydrant. There were investigations on Rudy and Deerfield and one involving a theft on Waterford. A suspicious person on Two Springs Ln turned out to be a kid with a super-soaker. A solicitor without a license was warned on Clerkenwell and a suspicious vehicle was reported on Brookview. Shot fired reported on Regency, but unfounded. A sick/injured person was reported on Wicklow, a complaint was made about a dog on Brookview and a resident called regarding crime tape. Police assisted motorists at Rudy and Brownsboro. They installed a radar sign on Rudy Lane and removed a tree and large branches from the roadway on Rudy and Highfield. Two warnings were issued for parking.
Windy Hills Green/City Beautification: Councilman Skelton reported that the Osage Orange tree was not going to work out for the new “Rudy” carving. He also stated that he noticed the mulch path needs work and received a quote from Adam for between $3,200 and $3,700 to update it. The Electric work has been finished at the Signature Entrance at Foeburn. He also stated that the Reach Alert System was a good thing to have as proven by a call out for a missing dog and was found within an hour.
UNFINISHED BUSINESS:
Garbage Contract: Councilman Phillips reported that the Garbage Contract bids had been received and mailed to the Council. He said both bids were good for 60 days, so the vote could be postponed if need be. Waste Management’s bid was better on once per week pickup while Rumpke’s bid was better on the twice per week pickup. Councilman Phillips made a motion to accept Waste Management’s bid for once a week pickup and was seconded by Councilwoman Rademaker. Councilman Skelton stated he was against once a week pickup due to there was no real reason to cut back. Councilwoman Spencer stated this is one service the City offers to its residents and should keep it at twice a week pickup. Councilwoman Davis made a motion to call the question and was seconded by Councilwoman Rademaker. The motion passed. The motion failed with a 1 Aye and 5 Nay vote as follows: Councilman Phillips – Aye, Councilwoman Davis – Nay, Councilwoman Greer – Nay, Councilwoman Rademaker – Nay, Councilman Skelton – Nay, Councilwoman Spencer – Nay. Councilman Skelton made a motion to accept the twice per week bid from Rumpke. The motion failed due to a lack for a second. Councilwoman Spencer made a motion to accept Waste Management’s bid for twice per week pickup and was seconded by Councilwoman Greer. Councilman Skelton stated that he thought the residents would be upset with Windy Hills for spending approximately $10,000 more than they had to since Rumpke’s bid was $10,000 less. Councilwoman Spencer stated that if you break down the amount per household it is only $4.00 per resident. Councilwoman Davis asked why the City was paying Waste Management less than the actual bid…the answer was that it was Waste Management’s mistake. Councilman Skelton stated that he has Rumpke services at his office and has no complaints. Councilwoman Spencer was in favor of staying with Waste Management because of the success the City has had with them over the years. Tim McNally, with Waste Management, stated Waste Management knows the City and knows where the trash is. He also asked, is the lowest always the best? He said his company is worth the price and has not raised its rates in years. His drivers know the residents and have even been known to do welfare checks is something doesn’t look right. Chris, the Rumpke representative thanked the Council for the opportunity. He stated they are a family owned/run business and were adding more natural compressed gas equipment. He continues, saying that they have their own state of the art recycling center and offer a competitive price. He said they offer a very good service and have St. Matthews as one of their clients. Councilwoman Rademaker stated she would prefer to wait until the next work session to discuss further. Councilman Phillips called the question and was seconded by Councilwoman Rademaker. The motion on the question passed unanimously. The original motion failed with a vote of 2 Ayes (Councilwomen Spencer and Greer) and 4 Nays (Councilwoman Davis, Councilman Phillips, Councilwoman Rademaker, and Councilman Skelton). Councilwoman Rademaker made a motion to postpone the vote until the next Council meeting in June. The motion was seconded by Councilwoman Spencer. Councilman Skelton asked if the contract starts on July 1, would that give Rumpke enough time to set up the collections and more importantly have a smooth transition. Chris, from Rumpke requested a map of all the City streets so they could be prepared if their bid was accepted. Councilwoman Spencer stated she did not think it was fair for Rumpke to make them wait. Councilman Phillips stated he saw no reason why the vote couldn’t take place at this meeting. Attorney Hodge stated that the Council could wait until the June 9 meeting, since Rumpke stated they would be able to handle it. The original motion to postpone passed with 5 Ayes (Councilwoman Davis, Councilwoman Greer, Councilwoman Rademaker, Councilman Skelton, Councilwoman Spencer) and 1 Nay (Councilman Phillips).
Ordinance 1, Series 2017/2018 Ad Valorem Taxes: Councilman Phillips made a motion to change the property tax rate to 15 cents per $100 of the assessed value with a 32% discount if paid by October 31. The motion failed due to a lack of a second to the motion. Councilwoman Rademaker made a motion to have the Summary, first reading of Ordinance 1, Series 2017/2018 relating to the Ad Valorem Taxes. The motion was seconded by Councilwoman Davis and passed unanimously. Attorney Hodge read the Summary 1st reading of Ordinance 1, Series 2017/2108 into record. No further action needed.
Ordinance 2, Series 2017/2018 Budget: Councilwoman Rademaker made a motion to have the Summary, first reading of Ordinance 2, Series 2017/2018 relating to the Budget. The motion was seconded by Councilman Skelton and passed unanimously. Attorney Hodge read the Summary 1st reading of Ordinance 2, Series 2017/2108 into record. No further action needed. Councilman Skelton asked if the Council felt like they needed to discuss the budget further and would there be a need for a Special Meeting. After some discussion and Attorney Hodge stating that the numbers can be tweaked to everyone’s satisfaction as well as making sure the budgeted numbers are high enough so there will not be a need to amend the budget down the road.
Ordinance Codification: Councilman Phillips stated that the final step in the process to receive a Grant from the State to have the City’s Code of Ordinances Codified has begun. The Grant will be for around $7,000 that should cover the cost of the Codification.
NEW BUSINESS
Paving: Councilman Phillips made a motion to proceed with paving the Wellington Place loop for $12,200. The motion was seconded by Councilwoman Greer and passed unanimously.
ATTORNEY’S REPORT: None
MAYOR’S REPORT: Mayor Ising reported that there were at least 40 people at the Brightside Cleanup, the majority being from SoJourn Church. He said there were actually more people than they really needed, but enjoyed having them. Councilwoman Greer then stated that she had helped build over 100 fairy gardens with the children at Sojourn Church. She also reported on the Arbor Day celebration that was held at Sojourn, stating that only one person from Sojourn was present and that next year it would be moved back to the Green. Mayor Ising continued his report stating that he had received message from a resident to complain about people cutting their grass in the evening, disrupting their dinner time. He then called Mayor Ising back and apologized for complaining and stating Mayor Ising was probably trying to have his dinner when he called. Mayor Ising also publicly apologized to Councilwoman Greer, Councilman Skelton, and Councilwoman Spencer for being impatient during the Friday Work Session, stating that he was afraid that some of the matters wouldn’t receive enough time to cover them and felt he had rushed them.

Councilwoman Rademaker moved to approve the minutes of the March 13, 2017 council meeting; seconded by Councilman Skelton and approved unanimously.
FINANCIAL REPORTS, APPROVAL OF BILLS:
The financial reports for March, 2017 were moved for approval by Councilman Skelton seconded by Councilwoman Davis and approved unanimously.
Councilwoman Davis moved to approve the March bills, totaling $45,662.43 and was seconded by Councilwoman Rademaker. The motion passed unanimously.

COMMITTEE REPORTS:
Finance/Ordinances: Councilwoman Davis reported that Code Enforcement Officer, Steve Teaford, Attorney Jim Hodge, Mayor Ising, City Clerk/Treasurer, Sandy Moore and herself reviewed the 10 failed inspections of the 37 registered rental properties. She also stated a letter will be sent to all the property owners notifying them if they had passed or failed inspection, stating if failed, the owner has 10 business days to correct the problems. She also stated that she and Steve Teaford will meet to identify the rental properties that have not registered.
Councilwoman Davis also reported that she has been analyzing the financials for the past 3 years in preparation for the upcoming fiscal year budget.
She also gave an update to the VA hospital, stating that the EIS report has not be released as expected. The committee is continuing its outreach to veterans and trying to secure funds for a possible law suit. The next meeting is mid-May.
Code Enforcement: Code Enforcement Officer, Steve Teaford, stated he had delivered the March report and asked if there were any questions/comments. There were none.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer stated there were 6 new residents. She also reported that there was one new plaque ordered for I. G. Spencer. She had no report for the Community Caring Team or the Health and Fitness Committee. She inquired if tax deduction letters are being sent out to donors of trees/plaques for the Green. The Clerk made note and will proceed with donation letters in the future, but no one had requested one since the initial Green donation program.
Community Events/Newsletter/Tree Board: Councilwoman Greer was absent, but the Mayor reported that the City had received approval from Sojourn Community Church to hold the Annual 4th of July Picnic at their facility. The next newsletter will have the details. It was also pointed out that the office number for the Graymoor/Devondale Police should be included in the newsletter and an article to promote the Municipal Insurance Premium Tax should be included as well.
Public Works: Councilman Phillips reported that the Garbage Contract will only include two bids – one for twice weekly pickup and one for once weekly pickup. He also reported that he has looked at streets for paving for the upcoming season. Councilman Phillips also stated he has been working on the Ordinance Codification and is in the process of finding out what the next step is. He also stated he would like to see a tax rate reduction for the 2017/2018 budget.
Safety/Real Estate Signs: Councilwoman Rademaker reported that the Graymoor/Devondale Police department patrolled 103 hours with 17.4 hours spent on radar (13.30 on Ambridge and 4.1 on Rudy), resulting in 2 warnings and 1 citation on Ambridge. One citation was written on Rudy. A warning citation was issued at the rear of the Brownsboro Center for abandoning a car on the public right of way. There were investigations on Rudy Lane and Highfield Road, suspicious vehicles at Wicklow/Antrim and Merrified, and a suspicious person on Southview. Kids were running through yards and jumping fences on Highfield. Three homes were on house watch, a burglar alarm went off on Tottenham, and the police helped a stranded motorist at Rudy Ln and Brownsboro Rd. Mayor Ising reported that Graymoor/Devondale Police have acquired their own electronic speed warning signs and would begin using them soon. These are state of the art technology offering more options.
Windy Hills Green/City Beautification: Councilman Skelton reported that a log may have been located for the new Rudy Bear carving. Councilwoman Rademaker made a motion to spend up to $1,000 to have the log moved, if the log is deemed appropriate for caring. The motion was seconded by Councilman Skelton and passed unanimously.
UNFINISHED BUSINESS:
Second Reading of Ordinance 8, Series 2016-2017 relating to Pods: Councilwoman Davis made a motion to have the Second Reading and was seconded by Councilwoman Spencer. The motion passed unanimously. Attorney Hodge read Ordinance #8, Series 2016-2017 relating to Pods. Councilman Phillips made a motion to approve Ordinance #8, Series 2016/2017 and was seconded by Councilwoman Davis. The Ordinance was approved with a voice vote of 5 Ayes and 1 Absent as follows:

Website: Councilman Skelton stated the website needs to be updated/re-done. He suggested the web-master, Joe Harwell be contacted.
NEW BUSINESS
Budget 2017/2018: Councilwoman Davis is gathering information (see her report under Finance/Ordinances).
Metro Waste Management Lawsuit: City Attorney, Jim Hodge reported that all Cities are subject to a suit by Metro Louisville regarding House bill 246 – regarding to the handling of trash including plastic waste bags and reorganizing the method of handling these. The Jefferson County League of Cities is answering for all 82 Cities with an “Opt Out” privilege in case it gets too expensive. Minimum cost is $1,000 and add the “Opt Out” privilege. He said that the City would want to support the bill. Councilwoman Davis made a motion to pay $1,000 with the “Opt Out” privilege for the home rule suit. Councilwoman Spencer seconded the motion and passed unanimously.
ATTORNEY’S REPORT: No Report
MAYOR’S REPORT: Mayor Ising reported that the Brightside cleanup will be on Saturday at 9:00 am, meeting at Stock Yard Bank parking lot. He also complimented Adam Vogelsang, the City’s landscaper, on the beautiful flowering and budding trees along Ambridge. He stated he attended a public meeting, with Angela Leet, regarding the future of Westport Road. He stated they will be adding a right turn lane at Ormbsy and Westport. He stated the City received a thank you from Brightside for the contribution the City made for the City’s quadrant along the intersection of the Watterson and Westport Rd. He also reported a complaint he received that the gateway entrances at Foeburn and Ambridge along Westport Road that they are hard to read in both the sunlight and at night.

Code Enforcement: Code Enforcement Officer, Steve Teaford, stated he had delivered the February report and asked if there were any questions/comments. There were none. He also stated the two new Pod and Dumpster Ordinances would be addressed later in the meeting.
Community Caring/Health & Fitness/Welcome to Windy Hills: Councilwoman Spencer stated there were 5 new residents. She also reported that the “Mindful Eating with Anoosh and Staff” was held on Feb. 28 and well attended with 21 attendees. Anoosh has increased the cost from $15 to $35 for any future sessions. She also stated there are two new plaques on the Green – on for I G Spencer and one for Lynn Renau.
Community Events/Newsletter/Tree Board: Councilwoman Greer reported that the Tree Board has agreed to pay 1/3 of the cost of tree pruning along Rudy Lane at Sojourn Community Church as long as Metro and SoJourn will contribute 1/3 each. She also stated that Tree City USA lost the City’s application and has allowed the City to re-send it. The Arbor Day celebration will be on April 23 from 3 p.m. to 5 p.m.
Public Works: Councilman Phillips reported that a number of street signs have been installed. And that the street sign posts are being refurbished and will be completed shortly. He also reported that he is working on the Garbage Contract. He also stated that the City has received some grant monies to have the Ordinances Codified and is working on getting that accomplished.
Safety/Real Estate Signs: Councilwoman Rademaker reported that the Graymoor/Devondale Police department patrolled 92.4 hours (and only charged for that amount of time) with 14 hours spent on radar (10 on Ambridge and 4 on Rudy), resulting in 5 warnings on Ambridge. One citation was written on Rudy and one on Ambridge. There was also a parking issue on Tottenham due to construction. The church on Rudy had suspicious persons hanging around the playground and behind the church, and the alarm went off without being a problem. Suspicious person were also reported on Windsong, Foeburn, and Indian Ridge. An alarm also went off on Indian Ridge. Loud music was reported on Wicklow, but was unfounded (an AA meeting was reported to be in session at the home). Officers assisted other police at Rudy and Windsong, and dealt with solicitors on Fallgate. One house watch on Highfield. Police also dealt with a troubled teen on Windsong and brought in a social worker to talk with him.
Windy Hills Green/City Beautification: Councilman Skelton reported that the mulch is in and the dead Arborvitaes at the Foeburn Signature Entrance have been replaced. He also stated that there are 334 people signed up for the Reach Alert notifications.
UNFINISHED BUSINESS:
Pods and Dumpster Ordinances: Councilwoman Greer made a motion to have Ordinance #8 pertaining to regulating Pods and temporary portable storage containers and Ordinance #9 pertaining to temporary refuse dumpsters read into the record. The motion was seconded by Councilman Skelton and passed unanimously. Attorney Hodge read Ordinance #8, Series 2016-2017 into record followed by Ordinance #9, Series 2016-2017. No further action taken.
Waste Management Contract Expires June, 2017: Councilman Skelton made a motion to publish the requests for Garbage Bids. The motion was seconded by Councilwoman Rademaker and passed unanimously.
NEW BUSINESS
Pavers at Rudy Lane and Two Springs: Attorney Hodge reported that he had walked the area to inspect both sites, stating that both sites lead to traffic situation that Metro would not approve. He also stated that traffic is obscured and it is on the r-o-w which is the City’s responsibility and a liability issue. Removal of the pavers and stepping stones is recommended and replace with foliage at the location that is directly across from Two Springs Lane. Councilman Skelton made a motion to have the City take out the pavers, stepping stones, plant foliage in place of the stepping stones, and install a walk from Two Springs to the entrance to Regency at a cost not to exceed $3,000. The motion was seconded by Councilwoman Greer and passed with a 3 Ayes and 2 Nays vote (Councilman Phillips and Councilwoman Rademaker were the nay votes).
Replacement Trees for Green: Councilman Skelton reported that it was decided that the Maple Tree on the Green would stay for now, but plant 3 Juniper trees around it. They are coming from Bowling Green and our landscaper, Adam Volgesang will prepare the soil for planting.
ATTORNEY’S REPORT: No Report
MAYOR’S REPORT: Mayor Ising reported that a call was received from a resident that stated she saw a woman move into the Oxford House on Wicklow. Attorney Hodge stated he will look up to see what would be the appropriate approach to take and get back with the City. The Mayor also reported that the Mayor of Druid Hills had contacted him to get information about the Oxford House, as he has heard that there may be an Oxford rental house in their City as well. The Mayor also informed the Council that the City of Woodlawn Park was doing trash control on their side of Westport Road from the Watterson to Walden School and asked if the City of Windy Hills would want to do the same on our City’s side of Westport Rd. The Mayor reported that the Headmaster from Walden has invited the City to their Bike-in, like a drive-in on May 13. He also stated he received a thank you note for the $2,500 the City donated in regards to the VA Hospital location.
COMMENTS/QUESTIONS TO THE COUNCIL AS A WHOLE: Laura Trachtenburg, a resident, reported that there had been some teens running through the bushes and across Rudy Lane. It was suggested that she report it to Graymoor/Devondale Police Dept. if happens again.
Councilman Phillips moved to adjourn the meeting at 7:56 P.M., seconded by Councilwoman Greer and the motion passed unanimously.
